Description
OVERVIEW: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ-NIAID-2066605 and it is issued as a Request for Quotations (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2021-05 and effective 03/10/2021. The North American Industry Classification System (NAICS) code for this procurement is 541380, Testing Laboratories, with a small business size standard of $16.5 million. This requirement IS NOT SET-ASIDE for small business. STATEMENT OF NEED See attached SOW for details. Place of Delivery: 5601 Fishers Lane, Rockville, MD 20852 Estimated Period of Performance: 04/19/2021 � 04/18/2022 All responsible sources may submit a quotation, which will be considered by the agency. Anticipated award date: 04/16/2021 INSTRUCTIONS: All quotations must include: price(s) (unit price, extended price, total price); point of contact: name, phone number & email; and DUNS # and Cage Code. Each response must clearly indicate the capability of the vendor to meet all specifications and requirements. The Government may evaluate only those quotations that fully meet the requirements as outlined and respond to the solicitation instructions. Failure to furnish a full and complete quotation as instructed may result in the Vendor�s response being considered non-responsive and therefore eliminated from further consideration and award. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov). [Note: Lack of registration in the SAM will make a vendor ineligible for award]. Submission must be received not later than April 6th, 2021 @ 1:00 P.M EST Quotation must be submitted via email to the Contract Specialist, Christine Illanes at Christine.illanes@nih.gov or 240-627-3379. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f) (Jun 2020). All or part of the successful vendor�s quotation may be incorporated in any contract resulting from this solicitation. The successful vendor�s quotation may be incorporated by reference. Reference Solicitation ID: RFQ-NIAID-2066605 on your quotation. QUOTATION FORMAT: The total page limit of your quotation, exclusive of the Cover Letter, Pricing Sheet and CVs/Resumes, is limited to 15 pages. The Offeror shall submit their quotation with a cover letter signed by an individual authorized to bind the organization.� The cover letter shall state the total fixed price per assay and the total price of the contract. Technical Volume Prepare a quotation to accomplish the effort described in the Statement of Work.� For each SARS-CoV-2 in vitro assay, provide a short overview of your experience and knowledge of the assay, including your experience with the effectiveness of the assay.� This overview should not be more than 1 � 3 paragraphs.� Provide evidence of assay validation and reliability, as well as planned approach for confirming acceptable assay performance during compound testing through the contract period.� Price Volume Complete the pricing sheet below, stating your Fixed Price PER ASSAY for the contract.� Assays will be performed in Calu-3 cells. ����������� Price PER Assay� � � �# of Total Assays� � � �Total Price � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �200 EVALUATION: Quotation for pricing:� Your price quotation must be separate from your technical volume.� The quotation must contain sufficient information to allow the Government to perform an evaluation of the proposed price to determine whether it is fair and reasonable in relation to the commercial market for these services.� Technical Volume must include: Demonstrated experience, qualifications, and capability of personnel to perform the tasks as described in the Statement of Work. Documented evidence of experience in the design, conduct, and analysis of standardized in vitro anti-viral assays as described in the Statement of Work. Documented evidence of routine procedures to validate and measure assay performance and accuracy with positive antiviral drug controls, including giving a minimum Selectivity Index (SI) value of� ? five (5), if applicable.�� Documented experience testing at least 100 compounds in vitro for anti-viral activity against authentic SARS-CoV-2 virus in human cell lines. Documented availability of appropriate facilities and equipment to perform and timely meet the specified delivery schedule. Documented continued access to facilities at the appropriate level of biocontainment as required to fulfill the Statement of Work and must possess documented capacity for testing the test products as proposed. Documented evidence of facilities immediate availability upon award. The vendor must provide one quotation with pricing only and one technical volume WITHOUT Pricing. This award will be Firm Fixed Price, with a 12-month period of performance, dates to be determined at award.� The Government intends to make an award(s) to that offeror whose quotation provides the best overall value to the Government. The award will be based on tradeoffs among the following factors: capability to meet the requirements, past performance, and price.� Quotations that are not technically acceptable or that do not meet the material terms of this solicitation will not be evaluated on price or past performance. The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest.
