- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 23, 2021 36C77621Q0196 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the James A. Haley Veterans Hospital Lakeland Community Based Outpatient Clinic located in Tampa, Florida. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the James A. Haley Veterans Hospital (JAHVH) Lakeland Community Based Outpatient Clinic (CBOC) located in Tampa, FL. This requirement supports VHA's mission by providing contractor support services to help bring the Lakeland CBOC of the JAHVH medical campus into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (27) twenty-seven months. This project will facilitate a lease/Construction of a new Outpatient Clinic in Lakeland, Florida that features approximately 111,217.00 net usable square feet (NUSF) and 650 additional parking spaces. This project would replace the 2 existing, undersized Clinics. This project co-locates the Lakeland CBOC located at 4237 South Pipkin Road, Lakeland, FL 33811 and the Lakeland Specialty and Mental Health building located at 4231 South Pipkin Road, Lakeland, FL 33811 at the same location with expanded space for increased PACT teams, Audiology (4 booths), Eye clinic, MH, Multi-specialty, PT, Prosthetics, HBPC, Lab, Pharmacy, Enrollment/Eligibility/ROI, CT, X-Ray, Mammo, MRI, and Ultrasound. The work required under this requirement is expected to consist of the following services in support of this new facility activation: Comprehensive Project Management Services; Comprehensive Furniture Fixtures and Equipment (FF&E) Planning Support; Acquisition Services; Concept of Operations (CONOPS) and Transition Planning; Warehouse, Warehousing Services, Activation Services; Acquisition Package Development; and Training, Orientation and Post-Occupancy Close out Services. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring new medical facilities into full planned operations. The primary goal of this Initial Outfitting, Transition, and Activation (IOT&A) contract is to ensure that the Lakeland CBOC is fully outfitted and prepared to provide full operations on Day One (the first day clinical services are scheduled to be available to Veterans). The Day One date is currently estimated to be 30 January 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.beta.sam.gov for download on or about 16 April 2021. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 07 May 2021. Solicitation initial posting date and the closing date are subject to change as necessary.
