Description
The Government is conducting market research to identify potential sources that possess the expertise and the capabilities to meet the qualification requirements to provide the services needed to support the Air Force Distributed Ground System (AF DCGS) Shelter Operations and Support responsibilites to include:� potential modifications, upgrades of AF DCGS shelter operations, support and development and procurement of new systems and components used in association with or in support of this requirement.� The scope includes engineering and logistics support to maintain operation of Intelligence Surveillance and Reconnaissance (ISR), ground power generation and distribution systems, shelters, towers, and environmental control units. The level of security and amount of foreign participation in this requirement is:� Top Secret/Sensitive Compartmented Information (SCI) level. The known sole source for this effort is HF Group, Inc. DBA Houston Fearless 76, Compton, CA, CAGE:� 34895 The document below contains a Contractor Capability Survey.� The survey allows Contractors to provide their company's capability. If after reviewing this document, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements.� Failure to provide documentation may result in the Governnment being unable to adequately assess your capabilites.� If you lack sufficient experience in a particular area, please provide details how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e. teaming, subcontracting, etc.) �Identify any areas of work that your organization believes should be broken out exclusively for Small Business Both large and small businesses are encouraged to participate in this market research.� Joint ventures or teaming arrangements are encouraged. Part II.� Capability Survey Questions Please provide answers to the following questions: Does your company have TS/SCI personnel on staff, and if so, how many? Does your company possess individuals with the knowledge, skills, and abilities to provide wet film processing sustainment and maintenance? Any experience with Versamat Kodak legacy units? Provide examples Does your company possess experience in manufacturing/production of obsolete hardware and equipment? Is your company able to gather unformatted data, analyze and develop manuals to use for legacy system sustainment without causing significant delays in operations and maintenance? Provide examples Does your company have experience in deploying manufactured equipment OCONUS? Does your company have any experience in engineering verification and testing? Please explain how. Does your company have any experience with power distribution and generation systems? As well as HVAC/ECU, water purification/treatment systems and tower support?� Does your company have any experience writing training, maintenance or engineering manuals using Mil Standards?� Have you ever maintained system specifications and drawing documentation?� Has your company ever developed or executed a Time Compliance Technical Orders (TCTO) modification?� Has your company ever worked with Technical Modification and/or updating Technical Orders (TOs)? Have you ever led an engineering change proposal including producing installation instructions, test procedures, test procedure redlines, Rough Orders of Magnitude (ROMs), updated configuration drawings, factory acceptance test reports, and Operations and Maintenance (O&M) manual updates? Describe your relevant past experience (government and commercial) in the following areas: Familiarization with intelligence community policies and standards Familiarization with legacy wet film systems Intelligence, Surveillance, and Reconnaissance (ISR) ground systems/stations Familiarization with certifying Sensitive Compartmented Information Facility (SCIFs) with TEMPEST, Radio Frequency Interference (RFI), EMI and other EPA standards Standing up and relocating existing secured sites Serena ticketing systems Packaging and marking of Classified materials IAW packaging requirements and Government regulations Describe your hiring strategy to meet the DoD 8570.01M Certification Requirements for Information Assurance Training Is your company familiar with the Air Force Planning, Collection, Processing, Analysis, and Dissemination (PCPAD) process? Provide examples. How familiar is your company and personnel with NSA/CSS, Intelligence Community, and DoD Directives, policies, operating procedures, and Item Unique Identification (IUID) Registry requirements? If needed, does your company have personnel available to travel for temporary assignments in support of Shelters specialized repair, maintenance/ management requirements? Does your company have experience and the ability to place employees in overseas (possibly austere) locations? Has your company ever participated in a Pre-Deployment Site Survey? What is your companies experience in conducting trade-off analyses, vendor searches, vanishing vendor research, detailed investigations into system and component discrepancies, technical analyses and evaluations, testing, failure analyses, solution alternative analyses, material deficiency evaluations, quality assurance deficiency evaluations, proof-of-concept studies, and engineering and technical support task coordination.� Please provide specific examples. Has your company ever done Life-Cycle Cost (LCC) Control and Diminishing Manufacturing Sources (DMS) Support studies on equipment including COTS and GOTS equipment? Has your company ever operated Depot-level repair facility including the scheduling, logistics and repair functions for the systems mentioned in 4 above? Please provide specific examples. Can you provide Specialized Repair Activity (SRA) and Management? Can you provide SRA materials Personnel Facilities (if not provided by the government) Services to inspect, test, repair, modify, upgrade, and overhaul applicable to the mission Have you worked with or created Bonded Stock Reports?
