Description
This announcement is a notice of proposed contracting action in accordance with FAR 5.203 by the Space and Missile Systems Center (SMC) Innovation and Prototyping Directorate (DCI) Contracting Office (PKT), Kirtland Air Force Base (KAFB), New Mexico.� Thisnotice is not to be construed as a commitment by the Government to further evaluate capability briefs or issue a full and open competitive solicitation. SMC/DCI intends to issue an RFP for a total small business set-aside, single-award IDIQ contract with Cost-Plus-Award-Fee (CPAF), Firm-Fixed-Price (FFP), and Cost CLINs to obtain on-console satellite operations support for SMC/DCI.� The RFP will be issued no earlier than 15 days after publication of this notice.� The acquisition has a five year base ordering period with a two year option.� SMC/DCI contemplates releasing the final POPS-I RFP in 2QFY21 and awarding the POPS-I contract in 1QFY22. The statutory authority for this solicitation will be contracting by set-asides for small business concerns, 10 U.S.C.2304 (B) (2), as implemented by FAR 6.203. Background: This acquisition will provide pre-launch and on-orbit satellite operations services for an array of complex missions primarily supported at the Research, Development, Test, and Evaluation (RDT&E) Support Complex (RSC) at KAFB, NM and satellite operations support to various entities including, but not limited to, Peterson-Schriever Garrison, Colorado (PS-GAR). The RSC operates Research and Development (R&D), prototype, and experimental satellites, with the goal of demonstrating their operational capabilities and transitioning missions to operational units. This is a successor services contract to the Space Test and Engineering Contract 2014 (STEC14), and will be referred to as POPS-I. POPS-I will provide technical and on-console support for concept development; readiness; launch; on-orbit test and evaluation operations; and analysis activities for research and experimental satellites. The acquisition will provide support for specialized satellite system operations such as pre-launch planning, launch & early orbit vehicle checkout, on-orbit test and evaluation, anomaly resolution, mishap investigation support, re-entry operations, and orbital analysis. The POPS-I scope has expanded since STEC14 to include concept development which entails assisting external stakeholders with the development of mission requirements, and mission planning.� This includes payload tasking, proximity operations, and maneuver planning. The primary stakeholders for POPS-I include multiple customer organizations across numerous Department of Defense components and federal agencies, including Air Force, Space Force, Navy, NASA, and the intelligence community. The acquisition will support missions such as Evolved Expendable Launch Vehicle (EELV) Secondary Payload Adapter (ESPA) Augmented Geostationary Laboratory Experiment (EAGLE), Mycroft, Long Duration Propulsive ESPA (LDPE)-1, LDPE-2, Tetra-1, Tetra-2, Operationally Responsive Space (ORS)-5, Navigation Technology Satellite - 3 (NTS-3), and United States Space Force - 12 (USSF-12). On 25 Jan 2021, a Draft RFP was released on beta.Sam.gov to obtain industry feedback to the POPS-I Solicitation and Industry Day was held on 16 Feb 2021.� The government requested industry feedback by 9 Feb 2021 via a Comment Resolution Matrix (CRM).� The government is including responses to those comments in the CRM attached to this notice.� In order to prioritize awareness and response to potential Organizational Conflicts of Interest (OCI), the government is requesting White Papers in advance of proposals.� White Papers should address any potential OCIs the offeror identifies with regards to POPS-I and the offeror�s proposed team, and planned mitigation approach. The intent of the White Paper is to provide the government with advanced notice of potential issues and is NOT in lieu of the OCI Mitigation Plan required in the proposal.� Please limit the White Paper to 3 pages and provide to the following inboxes: mathew.pierson@spaceforce.mil AND anna.ferguson@spaceforce.mil no later than 30 March 2021. This pre-solicitation notice is for planning purposes only, is subject to change, and does not commit the Government to any contractual agreement. ***************************************************************************************************************************************************** Previous Draft RFP Notice published on 25 Jan 2021 NOTE: Draft RFP attachments have been removed for Synopsis NOCA publication dated 23 March 2021 This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) for the Prototype Operations I (POPS-I) contract. Background: In September 2019, a Request for Information (RFI) was released to obtain Statements of Capabilities (SOC) demonstrating industry�s ability to meet the POPS-I mission requirements for satellite operations and support services at the Research, Development, Test, and Evaluation Support Complex (RSC) at Kirtland AFB, NM and satellite operations support to various entities including, but not limited to, Schriever AFB, CO. SMC/DCI contemplates releasing the final POPS-I RFP in April 2021 and awarding the POPS-I contract in December 2021. An Industry Day is being planned on 16�Feb 2021 to inform interested offerors of the development of the POPS-I requirements. Given current restrictions for in-person gatherings, this event will be virtual and will be held via Microsoft Teams. Questions from Industry are being requested via the attached CRM (See below) by 9�Feb 2021. The Government intends to address these questions during the presentation at Industry Day. Please send inquiries regarding Industry Day logistics to mathew.pierson@spaceforce.mil AND anna.ferguson@spaceforce.mil. by 11 Feb 2021, 5:00pm�MST Specifically, the Government would like to discuss the following: CPAF contract type and Award Fee Plan Organizational Conflict of Interest (OCI) provisions Section L & M evaluation criteria Based on the initial Government Organizational Conflict of Interest (OCI) analysis of this acquisition, there is a potential appearance of unequal access, biased ground rules, and impaired objectivity for prime contractors on the following contracts/efforts to be the prospective prime on POPS-I: Engineering, Development, Sustainment and Integration (EDIS) Management Operations, Enterprise Architecting, Test & Validation, Integration and Systems Engineering (METIS) Mission Unique Software (MUS), Application, Services Developers Any others as deemed necessary by the Contracting Officer. In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of Proposals, SMC/DCI is pleased to provide copies of the draft RFP for the POPS-I program. This draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final version. The information in this draft pre-solicitation is subject to change prior to release of the final RFP. The final RFP is scheduled to be released in 2QFY21. The North American Industry Classification System Code is 541715. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The government intends to post all questions/comments with answers on Beta.Sam.gov, unless the questions/comments are marked company proprietary. Please limit the proprietary questions/comments as much as possible. The POPS-I team is interested in industry comments and feedback in the following key areas: Unlimited Government Data Rights and request specifics on anticipated cost impact.
