Description
This SOURCES SOUGHT announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government.� A contract may not be awarded as a result of this sources sought announcement.� The Assistant Secretary for Preparedness and Response (ASPR), on behalf of the Office of Resource Management, intends to procure Emergency Prescription Assistance Program (EPAP) support services using HUBZone small business set-aside or small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures.� All capability packages are due 4:00 p.m. EST March 30, 2021 NO EXCEPTIONS.� If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% for qualified HUBZone small business concerns.� If two or more qualified HUBZone small business concerns are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19.� If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an analysis of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages.� Interested small business concerns that are qualified as HUBZone, or small business concerns under NAICS code 524291 are encouraged to submit their capability packages. The size standard for NAICS code 524291, Claims Adjusting, is $22.0 million in average annual receipts. The capability packages for this source sought market survey are not expected to be proposals, but rather statements regarding the company�s existing experience in relation to the areas specified in the SOW.� Capability packages must not exceed (10 pages) and must be submitted electronically to Cathy Troutman, cathy.troutman@hhs.gov.� All contractor questions must be submitted no later than 4:00 p.m. EST on Friday, March 26, 2021.� No proprietary, classified, confidential, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Small business concerns are to outline their experiences in the following:� Please provide your experience with any EPAP-enrolled network retail pharmacy in the nation or U.S. territory to prescription drugs, specific medical supplies, vaccines, and limited Durable Medical Equipment (DME) for uninsured individuals who were affected by a major disaster or public health emergency. � This Third-Party Liability (TPL) program is meant to limit EPAP coverage only to individuals with no other forms of applicable coverage. The EPAP shall reject claims to individuals who have other prescription drugs, medical supplies, vaccines and DME coverage identified through the Third-Party Liability (TPL) program. Please provide your experience correcting payer information to the dispensing pharmacy to facilitate patient access through appropriate coverage channels.� � The claims are for prescription drugs written by an appropriately licensed clinical provider or prescription drugs refills on file at the pharmacy provided doing so is within the authority provided by the state, and the prescription drug or medical item is on the approved list.� Please provide your experience reviewing and monitoring the cost effectiveness, interaction and resulting therapeutic implications of various prescription drugs, medical supplies, vaccines and DME. � NOTE: Contractors shall annotate if they do not have prior experience in any of the aforementioned areas or tasks. In addition, the following questions must be answered and elaborated on as part of the package:� Financial Capability:� Does your firm have the financial capability to withstand a negative cash flow of up to $500,000 per month�this is dependent upon dollars for claims reimbursement per month. �Past Performance:� Does your firm have the relevant past performance within the last three years? (include contract numbers, contract type, dollar value of each procurement, point of contacts, and brief description of the work performed. Corporate Experience: Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the SOW?� � To assist us in maintaining a list of interested small business concerns for this potential procurement, please provide your company�s name, point of contact (POC), address, phone number, and business size under the above NAICS code to Ms. Cathy Troutman, cathy.troutman@hhs.gov, for this procurement.� A Firm Fixed Price contract is anticipated.� The anticipated period of performance will be a 12-month base with four (4) 12-month options.� The place of performance will be the United States and its territories (Puerto Rico and the US Virgin Islands).� Contractor personnel WILL NOT require a clearance. Disclaimer and Important Notes: This notice shall not obligate the Government to contract award.� Any information provided by industry to the Government as a result of this sources sought announcement is strictly voluntary.� Responses will not be returned.� No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submissions, or the Government�s use of such information or otherwise pay for the information provided in response.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After a review of the responses received, a pre-solicitation notice and solicitation may be published on a government point of entry (GPE).� Furthermore, responses to this notice will not be considered adequate responses to a solicitation.
