- Request for Information (RFI) Healthcare Worker (HCW) Services European Medical Professional Services RHCO-E Landstuhl, Germany � THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. � DISCLAIMER: This notice is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. It does not constitute a solicitation (i.e. request for quote, invitation for bid or request for proposal) nor a promised to issue a solicitation in the future.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Further, the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� This notice does not committed the U.S. Government to contract for any services.� The U.S. Government will not pay for any information or administrative costs incurred in the response to this notice.� Responses to this notice will not be returned and respondents will not be notified of the result of the review.� Not responding to this notice does not precluded participation in any future solicitation, if one is issued.�� If a solicitation is issued, it will be posted on the government-wide point of entry known as �Contract Opportunities� found on beta.sam.gov at a later day, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. It is the responsibility of potential offerors to monitor the contract opportunities on the beta.sam.gov website for additional information pertaining to this requirement.� This notice does not restrict the Government�s acquisition approach on a future Solicitation. �FAR clause 52.215-3, �Request for Information or Solicitation for Planning Purposes�, is incorporated by reference in this RFI. �The Government does not intend to pay for information received in response to this RFI. �Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. 1. Objective: This broad scope healthcare worker services acquisition requirement is for the follow-on procurement of commercial personal and non-personal healthcare worker services currently on contract with three Single Award Task Order Contracts (SATOCs) for: Army Direct Care Medical Services Contract (ADCMS III), Behavioral Health and Traumatic Brain Injury medical support contract (BH/TBI) and the 3.�� Dental Services contract. � The Government is considering an acquisition approach that would result in the award of three to five Firm Fixed Price (FFP) Multiple Award Task Order Contracts (MATOCs) by competing service requirements at the Task Order level among all MATOC holders. 2. Place of Performance: Medical Treatment Facilities (MTFs) in Europe and South Korea and potentially the AFRICOM and CENTCOM Areas of Responsibilities (AOR). 3. Contract Capacity: The total estimated contract capacity is $245,000,000 for the base year and four (12mos) option years. 4. Additional Considerations: HCW Positions on this contract for Germany and Italy are classified under Article 72 and Article 73 of the Supplementary Agreement to the Status of Forces Agreement (SOFA) as Troop Care and are, therefore, authorized status accreditation under the SOFA. Subcontractors are not eligible for Troop Care Status Accreditation (TCSA).� Only the prime contractor can gain TCSA.� 5. Requested Information: In an effort for the Government to conduct the necessary due diligence in the shaping of this acquisition strategy for the follow-on procurement of healthcare worker services, we, greatly appreciate and value your feedback.�� A. To better understand the marketplace and the audience that has read this notice,� but opts not to comment or may not be interested at this time in submitting a proposal (although qualified and responsible) on behalf of a potential MATOC solicitation, please send a brief explanation as to why or your concerns to: Sarah F. What are the potential issues with combining all market segments for Ancillary Services, Dental Services, Nursing Services, Physician Services and Behavioral Health-Traumatic Brain Injury services into one requirement? C. As serving as a prime contractor or in a teaming arrangement, does your company (or companies) have the resources, experience, and capacity to provide healthcare worker services in all five of the market segments throughout the AOR and at the magnitude stated? Provide supporting details. D.� Do you foresee any recruitment, staffing or placement issues considering all five healthcare market segments and the extensive OCONUS geographically dispersed areas? E.�What Agencies do you have experience working with? (DoD, Air Force, Space Force, Army, DHA, Navy, US Coast Guard, Other (please list the agency) and in what OCONUS locations? F. Is industry aware of hurdles that need to be altered or reconsidered when combining healthcare worker services into three to five MATOCs OCONUS? G. Do you agree that issuing three to five MATOCs for a base year and four (12mos) options periods is beneficial to industry and the end user? Why?� H. Is there another contract structure that should be considered, Explain and why? I.�The Government is considering evaluation methods to allow for the use of experience and past performance going back only three years that is relevant, of same magnitude, supporting requirements in simultaneous locations, with DoD agencies and OCONUS geographical region experience. What else should be considered or not? J. To help with streamlining source selection and understanding capabilities, we are�considering what type of data could be captured relative to a project that helps identify �complexity� and �magnitude� of the work. What delineators would you consider useful for customers to scope the complexity of their work, and representative of your own methods for evaluating your company's ability to perform the work? K.� How limiting or helpful is the standardization of labor categories, minimum� qualifications and job descriptions, knowing that non-listed labor categories can still be used as well, if permitted by the Ordering Contracting Officer? L. Based on�the labor categories, minimum qualifications and job descriptions, provided in this announcement, is it feasible to price these services on an hourly basis inclusive of benefits, fringe, etc. throughout a five year period? M.� How does your company plan on meeting critical performances objectives which are: overall fill rate; on-time fill rate; turnover rate; and replenish rate. N. What are other current or perceived barriers that industry is aware of when staffing for healthcare workers services at this magnitude? O. What requirements in the PWS are considered restrictive and justification for not being interested in this requirement? Request for Capability Statement: Respondents to this notice are requested to describe their interest and ability/capability to perform the health care worker services in accordance with the draft PWS enclosed with this notice by submitting a capability statement.
