- REQUEST FOR INFORMATION VETERANS INTEGRATED SERVICE NETWORK (VISN) 21, SIERRA PACIFIC NETWORK Description The Network Contracting Office 21 in support of the Veteran Health Care Administration is seeking information on the availability of sources for flooring services to strip and seal Vinyl Composition Tile (VCT) flooring in buildings throughout 5 different campuses: Palo Alto, Menlo Park, Livermore, Monterey, and San Jose. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the VHA is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Contract Opportunities website https://beta.sam.gov/ . It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background The VA Palo Alto Health Care System has Vinyl Composition Tile (VCT) flooring in buildings throughout 5 different campuses: Palo Alto, Menlo Park, Livermore, Monterey, San Jose. Many areas with VCT flooring are in emergency need of restoration. With the current healthcare environment and presence of COVID-19, the VCT in the public and patient hallway areas in Building 100 of Palo Alto VA Healthcare system need attention. The porous nature of VCT needs to be stripped of wax and sealed with a high-performance coating to prevent the spread of bacterial and viral infections. Conventional stripping and waxing is not an effective option for the current state of the VCT flooring in Building 100. Stripping and waxing does not provide sufficient sanitization and long term protection for these public used areas. There is approximately 50,000 square feet (ft2) of VCT Flooring. The requirement will service the following areas: Building 100 1st, 2nd, 3rd, 4th Floors (Approximately 12,500 sqft per floor) Public used hallways and patient wing VCT flooring Requested Information This Request for Information is issued for the purpose of collecting information about the availability of services from different sources for the desired services described in the Statement of Work. 4.0 Responses Interested parties are requested to respond to this RFI via email with a capabilities statement and provide their Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business). 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, Victoria Torres at victoria.torres@va.gov. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Contract Opportunities Beta Sam website. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the pickup, delivery, storage and routine service/refurbishment stripping and sealing Vinyl Composition Tile (VCT) flooring in buildings throughout 5 different campuses. The information provided in the RFI is subject to change and is not binding on the Government. The VHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
