- Notice: Nuclear, Chemical, Biological, Radiological, and high Explosive (NCBRE) Modeling and Simulation (M&S) Integration Development for Synthetic Environments (SE) Notice Type: Sources Sought RFI Reference #: HDTRA1-14-WMD-RFI-0112 NAICS Code: 541 � Professional, Scientific, and Technical Services/541712 � Research and Development in the Physical, Engineering and Life Sciences NOTICE INFORMATION Agency/Office: Defense Threat Reduction Agency (Headquarters) Description(s): This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) has a requirement as follows: The objective of the Synthetic Environments program is to address the current and emerging synthetic environment needs of NCBRE M&S within the Research and Development (RD) Directorate through the generation, employment, and enhancement of synthetic 3D environment data including terrain, imagery, infrastructure, and other features derived from various data sources in formats compatible with NCBRE M&S. This effort will solve the M&S problem of necessary manual interventions and large data storage requirements for terrain generation. This includes the creation of synthetic environments through a Government-owned cloud-ready service that can be utilized across DTRA�s NCBRE M&S tools to support the goal of continuous integration. Please see attached Statement of Work for additional details on the requirement. Note: Should a Request for Proposal be released for this requirement, it is anticipated the following constraints will be applied: Offerors shall not propose any solutions approach or course of action that will result in government ownership of any data center assets as defined in H1540CR.HSE - National Defense Authorization Act for Fiscal Year 2012 or in establishing a government data center as defined in OMB Memorandum M-16-19, �Data Center Optimization Initiative (DCOI)�. This includes any effort resulting in the procurement of a server(s), whether in a production, test, staging, development, or any other environment. Where the offeror�s approach depends upon utilization of data computing and storage capacity, the offeror shall specify the processor, compute, memory and storage hereby referred to as compute capacity, necessary to support the proposed course of action. It is anticipated in the Request for Proposal, the proposer may elect to acquire the specified compute capability using one of the following approaches: 1) Offeror may propose the use of Government Furnished Equipment (GFE) in the form of compute capacity. DTRA will then acquire said capacity from either DISA or a FedRAMP-Authorized service provider with a DoD Provisional Authorization for the Information Impact Level appropriate to the data being processed, and provide access to that capacity to the offeror. Access to GFE cloud capability will include government provided roles/accounts within the provisioned space along with appropriate credentials. Increases in the access bandwidth or installation requirements for direct connections to the provisioned cloud service provider shall be the responsibility of the offeror. Should the Offeror propose the use of GFE, the proposal shall clearly identify the requirement using publicly available commercial cloud cost calculators. In addition, the proposal shall identify the anticipated Impact Level of the data and provide a narrative detailing why that Impact Level is appropriate. Details regarding Impact Level characterization can be found in the attached Cloud_Computing_SRG_v1r3-Excerpt and in the Department of Defense, Cloud Computing Security Requirements Guide, Version 1 Release 3, 6 March 2017 http://iase.disa.mil/cloud_security/Pages/index.aspx. 2) The offeror may propose to either furnish existing compute capacity, either directly or through a Cloud Service Provider that is a FedRAMP-Authorized service provider with a DoD Provisional Authorization for the Information Impact Level appropriate to the data being processed. In doing so, the offeror would invoice the government for cost of capacity in accordance with the offeror�s approved accounting procedures and practices. Data center assets owned or purchased by the offeror shall remain the property of the offeror and impose no ownership liabilities to the government. The proposal shall clearly identify the anticipated Impact Level of the data and provide a narrative detailing why that Impact Level is appropriate. As part of your capability submittal, please provide responses to the following: 1. What is your level of experience with, and understanding of, DTRA NCBRE modeling and simulation? How would your capabilities address the disparate modeling and simulation needs across DTRA-RD? 2. What is your level of experience with, and understanding of, source data available through NGA? Sources having the capability and/or concept to meet these requirements are invited to respond to this notice. Responses should be limited to an eight (8) page white paper in 12 point Times New Roman font for any given capabilities and/or concept, not including cover page, cover letter and table of contents. Any proprietary information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Electronic responses are required and shall be submitted to Daisy Chang, Contracting Officer, at daisy.m.chang.civ@mail.mil no later than April 21, 2021 at 4:00PM Fort Belvoir Time. All emails should include in the subject line the RFI number and the submitting organization�s name. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
