SOURCES SOUGHT: Solicitation Number:���������������������� ���������� Notice Type: FA8232-21-R-3016������������������������ ������������Sources Sought Synopsis: 1.� NOTICE:� This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only. 1.1� The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 334220 which has a corresponding Size standard of 1,250.�� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� �This is a Sources Sought only 2.� This Sources Sought is issued solely for information and planning purposes � it does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future.� This Sources Sought does not commit the U.S. Government to contract for any supply or service whatsoever.� This is a sources sought only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). 3.� Respondents should recommend small business utilization percentages as a percent of total contract value to be considered.� This recommendation should include supporting rationale for the recommended percentage.� Additionally, recommend any potential effort(s) that may be broken out of this requirement.���� 4.� The F-16 Program Office (AFLCMC/WAM) representatives may or may not choose to hold Industry Days.� Such discussions would only be intended to get further clarification of potential capability to meet the requirements 5.� Program Details:� The purpose of this Sources Sought is to request interested companies provide the Government team with information about their capabilities and interest in providing these assemblies as needed.� Our goal is to develop a list of interested parties; determine competitive and/or Small Business Set-Aside opportunities; and apply this information to craft an effective acquisition and source selection strategy for the production phase of the program.��� 6.� Program Description: The F-16 Fighting Falcon is a compact, multi-role fighter aircraft.� It is highly maneuverable and has proven itself in air-to-air and air-to-surface combat.� It provides a relatively low-cost, high-performance weapon system for the United States and allied nations.� The F-16 blocks 30 through 52 Satellite Communication (SATCOM) Dorsal Fairing Antenna kit is part of the F-16 Communication Suite Upgrade and will be installed by the USG on aircraft that do not currently have existing SATCOM capabilities.� The SATCOM Dorsal Fairing Antenna kit is comprised of three major end items and components within the aircraft which are the SATCOM antenna, radome, and fairing.� The SATCOM antenna provides Beyond Line of Sight (BLOS) as well as low and high angle SATCOM coverage.� The unit is a passive, hermetically sealed, self-contained component suitable for mounting on the F-16 fighter aircraft.� The radome functions in conjunction with the SATCOM antenna such that the antenna experiences negligible performance impact from the fairing to the maximum extent possible.� The existing F-16 dorsal fairing will be provided as Government Furnished Equipment (GFE) and modified to allow the installation of the radome and antenna assemblies.� These three components as well as any additional hardware required for installation will be delivered to the U.S. Government as a kit expected to begin in fiscal year 2022 as part of an indefinite delivery indefinite quantity contract.� For logistical reasons and to maintain fleet configuration control, potential vendors must be able to produce or procure the existing OEM fielded SATCOM components for the Dorsal Fairing Antenna Assembly Kit:� SATCOM Antenna Radome part number 23036-1, NSN 1560-01-579-7160; SATCOM Antenna, part number 21-66-16, NSN 5985-01-575-6252; and SATCOM Fairing, part number 21-60-03-3 NSN 1560-99-219-8230.� These components along with any additional hardware necessary for installation will be provided to the Government in a kit.� As the Government does not own the data rights to these components, Government Furnished Information and technical data are not available.� Additionally, GFE is not available aside from the fairing to potential vendors for this effort.� This Sources Sought supports the manufacturing, assembly (kitting), and delivery of USAF F-16 SATCOM Dorsal Fairing Antenna Assembly kits. There is no limit to how much information interested parties wish to provide. 7. If, after reviewing this information you desire to respond to the Sources Sought, you should provide documentation that supports your company�s capability to meet these requirements.� Companies may be contacted for further information or clarification; however, failure to provide documentation may result in the U.S. Government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how your company would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).� Documentation describing your company�s capability should be provided in the form of a white paper. a.���������� Brief description of your company, with points of contact information b.���������� Current business classification (e.g., Large, Small, Disadvantaged) c.���������� Functional activity you are considering to support. d.� �������� Describe your company's past experience on previous projects for the U.S. Government similar in complexity to this requirement.� Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 8.� On the following pages is the Contractor Capability Survey which allows you to provide your company�s capability.
