- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a purchase order without providing for full and open competition to DAGDUG LIMA, LEONARDO, ALDAMA NO. 117 CASA 25, M�XICO, DISTRITO FEDERAL, 16020, MEXICO for scientific services to work on diffusion resistance of membrane channels of complex geometries and transport dynamics in channels with entropy wells and barriers. In both projects it is planned to develop analytical theories of transport through the abovementioned membrane channels and to test their predictions in Brownian dynamics simulations. The simulations necessary for testing analytical results of channel-facilitated transport description developed in the Section are highly non-trivial as they involve a huge amount of trajectories based on very short time steps, reliable generators of random numbers, correct modelling of collisions of Brownian particles with rigid walls in complicated geometries, etc. Importantly, it is impossible to obtain a code for such simulations from program libraries or purchase from software companies, as it has to be created and tailored for every particular application, therefore the Government needs the requested services. Dr. Dagdug has extensive knowledge in creating and using computer-modelling codes for Brownian dynamics of particles in confinement and has knowledge in producing computer-modelling codes for Brownian dynamics of particles in confinement, which is needed for this special SMT project. He has written many codes of the type needed for successful fulfilment of this service. He is an expert who can help perform Brownian dynamics simulations necessary for the verification and further development of analytical models of channel-facilitated transport in the Section on Molecular Transport. This expertise and experience make Dr. Dagdug the best qualified to perform the needed services. Services from an alternative contractor would not be as effective because of the lengthy period that would be required to learn and master the simulations in question to provide the same level of performance that Dr. Dagdug can provide. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541690 of with a size standard of $16.5. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2021-05 effective 3-10-2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13: Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold and FAR Subpart 12- Acquisition of Commercial Items. STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302- FAR 6.302-1�Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: certification to provide OEM service and parts, unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) https://www.sam.gov/SAM/ and shall include completed representations FAR 52.204-24 and 52.204.25. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
