Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation number is NICHD-21-077 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-05.� The North American Industry Classification (NAICS) Code is 541690 and the business size standard is $16.5m.� However, this solicitation is not set aside for small business.� This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.� Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with BDX Research and Consulting to provide qualified personnel and a specific Sr. Bioinformatic Scientist for Bioinformatics Support.� �BDX will provide the following: Principal Consultant:� �for a total of 660 hours Senior Bioinformatics Scientist:� for a total of 200 hours BDX is currently providing bioinformatics analysis used to complete several projects with the NIH investigators. This on-going genome-wide analysis requires expertise in big data analysis and bioinformatic interpretation which the BDX has been providing.� BDX contractor/personnel (s) is responsible for delivering high impact bioinformatic analysis support. The Principal Investigator of the NIH wishes to continue this service with BDX due to the activities already in place.� This BDX scientist possess the required bioinformatic expertise to conduct the work. The data scientist, with a Ph.D. in bioinformatics, has 12 years of experience in scientific programming and data analysis. Much of his work has focused on clinical and genomic data analytics and discovery research in both academic and industrial settings. This BDX scientist have been working on ongoing projects with this NIH lab since 2017. ��This is important for continuation of the research and to avoid any gaps in continuing with the many on-going projects. ��This BDX scientist is already familiar with the research conducted by our laboratory and the data already gathered and used for the continuation of several projects within the Institute.� Thus, continuing to use the services of BDX Research and Consulting will ensure the proper integrity of all our data and be sure to be able to compare and pool all previous results with this new data. Changing the vendor/personnel, at this point, will prevent the correct interpretation in the on-going projects.� Also changing the source at this point would result in duplication of effort, time and funds to bring another source up to speed, etc. The anticipated start/period of performance dates would be from mid-April 2021 through mid-April 2022. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.� This notice of intent is not a request for competitive quotations. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer.� The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition.� The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. �Note: The contractor/offeror must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. �The clauses are available in full text at http://www.acquisition.gov/far/. �Interested vendors capable of furnishing the government with the service specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov.� Responses to this solicitation must include enough information to establish the interested parties� bona-fide capabilities of providing all service (s) needed. Quotations will be due w/in fifteen calendar days from the publication date of this synopsis by (NLT) 9:00 am EST on April 7, 2021 via email to robinsti@mail.nih.gov.
