Description
SUBJECT: Draft Request for Quote for Advanced Combat Marksmanship and Advanced Marksmanship simulator, Vicenza, Italy. To whom it may concern, PURPOSE: This is a synopsis of proposed contract action IAW FAR 5.203 (a). This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Further, by attachment, the Government is providing a draft Request for Quote (RFQ) to allow contractors to become familiar with requirement and provide feedback to the Government. BACKGROUND/REQUIREMENTS: This is a service contract to provide Advanced Marksmanship Advanced Combat simulator training in the Unites States Army Garrison (USAG) Vicenza, Italy. DESCRIPTION OF SERVICES/INTRODUCTION: �This draft RFQ is issued with the intent to establish a single award Purchase Order to Advanced Marksmanship Advanced Combat simulator training.�Combat Marksmanship is the acquired skill to rapidly recognize, categorize and engage threats in all environments while moving, turning, stationary and using non-standard firing positions. Advanced Marksmanship training is the ability to perform these same skills with multiple weapons, at varying ranges, under specific time constraints and accuracy requirements. Training on these skills through the use of Simulators provides significant savings in time, money and provides statistical analysis of training effect. PERIOD OF PERFORMANCE: The Government contemplates establishing a period of performance five (5) years in length (1-year base period and a 4-year option period). The option years are not guaranteed. WHO CAN PARTICIPATE:� Full & Open Competition, Unrestricted DRAFT RFQ: -This synopsis of proposed contract action contains a draft RFQ. The draft RFQ is released with the intent of receiving comments from Industry in advance of any potential RFQ release. It is anticipated that changes to the draft RFQ will occur as a result of comments from Industry as well as reviews by Government personnel. Potential quoters to any potential RFQ are notified to carefully review any subsequent RFQ for changes so that they fully understand and meet the terms and conditions as outlined in the RFQ. Potential quoters are further notified that any work done in the review of the draft RFQ is not billable to the Government nor is any work done as a result of changes from the draft RFQ to the potential RFQ. -This requirement will be a single award in accordance with FAR Part 12 and FAR Part 13. �This requirement will utilize a Firm-Fixed Price (FFP) contract type. -Please note that all dates in this draft RFQ are notional and for planning purposes only. RESPONSE:� Responses must be submitted electronically via email no later than 1400 Central European Time (CET) on Tuesday, March 30, 2021 to the following addresses: francesca.candia.ln@mail.mil and lindsay.r.jaime.civ@mail.mil Responses will be collected and evaluated, but replies from the Government are not guaranteed. Telephone questions will not be accepted.
