- NOTICE OF INTENT FOR SOLE SOURCE PROCUREMENT OF Department of Defense (DoD) Warrior Games Athletes� Village Lodging/Hotel Support INTENT OF THE NOTICE:� U.S. Army Contracting Command-Orlando (ACC-ORL), on behalf of U.S. Army Installation Management Command (IMCOM) intends to enter into a sole source commercial contract with Shades of Green (SOG) Resort, Lake Buena Vista, Florida.� Based on Market Research conducted from 26 February 2021 -15 March 2021, SOG is the only responsible source within close proximity to Orlando�s ESPN Wide World of Sports Complex that provided the requisite capabilities to satisfy the Government�s requirement to provide lodging/hotel support to athletes and essential personnel during the DoD 2021 Warrior Games.� ESTIMATED DOLLAR VALUE:� The total contract value for this effort is estimated at $2,100,000. INTENDED CONTRACTOR:� Shades of Green on Walt Disney World Resort, 1950 West Magnolia Palm Dr, Lake Buena Vista, FL 32830.� PROGRAM DESCRIPTION:� The DoD Warrior Games is the annual pinnacle Paralympic style military adaptive sports event for Wounded Warriors of the Military Joint Services and the U.S. Special Operations Command (USSOCOM) who are recovering in their respective Wounded Warrior Care Programs.� The purpose of this requirement is to provide Americans with Disability Act (ADA) compliant lodging for Wounded Warrior Athletes during the DoD Warrior Games to be held in Orlando, Florida in September 2021. The U.S. Government intends to create an �Athletes� Village Bubble� to limit exposure and protect the athletes from the COVID-19 pandemic.� The lodging venue must facilitate lodging of all athletes and essential personnel in an isolated location to preserve the health and safety for all involved.� The lodging venue must be within close proximity to the ESPN Wide World of Sports Complex located in Orlando, Florida, with the following capabilities: The lodging venue shall have the infrastructure and processes in place to make the �bubble� concept viable such that athletes and essential personnel have limited exposure to the general public.� This is a high-level DoD event with distinguished National and International guests.� The Contractor shall be able to satisfy the heightened security requirement for this effort.� The lodging venue shall be Americans with Disability Act (ADA) compliant to accommodate approximately 400 physically challenged participants and provide on-site storage for over-sized program issued adaptive sports equipment such as hand cycles and wheelchairs. Provide 534 double occupancy rooms with an 8:00 AM check-in on arrival date and 7:00 PM check-out on departure date. The lodging venue shall include a fitness facility, at least one (1) full on site restaurant, full service room service, and such restaurant shall serve breakfast, lunch and dinner daily.� Capability must include 100% of Defense Warrior Games participants for breakfast and 35% for lunch and dinner. One (1) business center equipped with computers, Fax, and printers. The lodging venue must be accessible to Walt Disney World�s provided transportation and volunteers (Attachment 1 - Disney Transportation List).� Reception area of approximately 7,450 square feet to accommodate up to 600 guests.� Reception area shall accommodate tables, chairs, service areas, government displays, and Army musical entertainment for a reception.� An adjacent or nearby room to be used as photo location during the reception. The reception and staging areas must be accessible to event staff 24 hours per day to include an area for security screening of up to 600 personnel. Parking area for staging of up to six coach passenger buses within proximity to, but not directly on, a main street.� Loading and unloading area for buses that is ADA accessible from the hotel. The facility must include on-site laundry. Area for nightly social gathering (using current CDC social distancing guidelines and COVID-19 protocols). Meeting room with water stations to accommodate up to 150 personnel throughout the duration of the Warrior Games. Six (6) meeting/team rooms capable of accommodating up to 30 personnel, store small miscellaneous equipment, and has door locks with key accessibility. Ten (10) rooms (suites) for Athletes� Classification and Medical Screening. The rooms must be private to allow for discrete discussion of medical information. Five (5) medical treatment rooms for daily medical treatment of athletes. Ten (10) communal shower rooms (ADA Compliant) that provide roll in shower capability and offer shower benches. One (1) Physical Therapy area (existing spa infrastructure) for medical personnel to provide sports massage therapy and physical therapy on-site. One (1) secure temporary storage area for specialized program issued equipment such as air rifles.� This area shall have controlled access. One (1) controlled, 24/7 access conference room in a centrally located space that will accommodate 7-14 personnel. Each hotel room shall have no less than 8 mbps bandwidth of internet data usage for the duration of the stay and access to code for the Wi-Fi or internet. One (1) room with 30 chairs, four 6� tables, lighting and power for media training in an area approximately 6,000 square feet to accommodate up to 30 people. Provide pipe and drape in support of the media engagement with the National Press. Hotel rooms shall be available in accordance with Attachment 2 � Room Block Table. PERIOD OF PERFORMANCE:� The Period of Performance (POP) for this effort is 30 August 2021 � 26 September 2021. ACQUISITION APPROACH:� The determination to issue this notice of intent to sole source is based on market research that was conducted between 26 February 2021 and 15 March 2021 which consisted of querying Government databases, issuance of a Request for Information, use of internet tools/web searches.� Market Research revealed that SOG is the only vendor capable of satisfying the Government�s requirement. This requirement will result in a Firm Fixed Price (FFP) sole-source contract to SOG.� This action will be awarded in accordance with 41 U.S.C. 1901 as implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. NAICS/PSC:� The applicable North American Industry Classification System (NAICS) code for this requirement is 721110-Hotels (except Casino Hotels) & Motels.� The Product Service Code (PSC) is V231-Transportation/Travel/Relocation-Travel/Lodging/Recruitment:� Lodging, Hotel/Motel. RESPONSES: The proposed contracting action is for lodging and hotel support for which the Government intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.5 and 41 U.S.C. 1901.� Interested firms may identify their interest and capability to meet the requirement and submit their response no later than the due date/time of this announcement. �Interested firms shall be registered with the System for Award Management (SAM) database at https://www.sam.gov to be considered.� Responses from third party vendors will not be considered.
