Description
This Synopsis is being posted to the Federal Business Opportunities (FBO) page located at https://beta.sam.gov/. It is understood that this is the single point of entry for posting of synopsis and solicitations to the Internet. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a sole source Firm Fixed-Price (FFP) ceiling increase to purchase one additional Automated Test System (ATS) unit and additional system hardware and software and product-defined services to implement a fully functional, complementary nine-unit ATS system to screen MK41 electronic circuit card assemblies (CCAs). The ceiling increase is within the scope of the items currently on the contract. The Teradyne S9100 is the only ATS that enables use of legacy TPS applications, which have been developed by the Government to read MK41 VLS CCAs without the need for costly redevelopment. Seven Teradyne S9100 units have been purchased to date of an anticipated nine-unit test system, producing compatible test results. The purchase of a different platform for additional required ATS units would take an estimated 2 to 4 years to fully implement and result in an installed base of different platforms requiring two separate support infrastructures. The use of a different platform would significantly complicate, if not compromise, test results across the program. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1), FAR 5.202 and FAR Part 6.302-1(a)(2)(iii), ""Only One Responsible Source."" The support has been provided to the Navy under contract N00178-18-D-4000 by Teradyne, Inc., 700 Riverpark Drive, North Reading, MA 01864-2634. This notice is NOT a request for competitive proposals. Firms interested in subcontracting opportunities should contact Teradyne, Inc. directly. It is anticipated that the solicitation will be issued on or around 15 April 2021 and will be open for 15 days. Contract award is anticipated approximately around 14 June 2021. Questions or clarifications: All questions are to be submitted via email to the Contract Specialist: Ms. Catherine Wendt, catherine.wendt@navy.mil and Contracting Officer: Ms. Amy Richards amy.t.richards@navy.mil, with email title to include: ""MK41 VLS - N00178-18-D-4000"" in subject line.
