- Page 2 of 2 THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 561710, Exterminating and Pest Control Services. 3. Interested and capable Contractors should respond to this notice not later than April 3, 2021 by providing the following via email only to Alfreda.Hunter@va.gov . a) company name b) address c) point of contact d) phone, fax, and email of primary point of contact e) DUNS number f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business(SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: 1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: 2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. Required Services. (a) The Contractor shall perform a comprehensive pest control/management services to interior and exterior facilities including applications of pesticides, trapping and/or removal of pests. (b) The Contractor shall conduct a full on-site inspection of the participating facilities, structure, mechanism, system or procedure to evaluate pest control needs of the premises. This inspection shall include ground level, up the side, and roofing of all facility buildings to identify problem areas or practices contributing to pest infestations and ensure pest management measures are appropriate. (c) The Contractor shall furnish, install and maintain 27 fly lights which are currently installed and any additional fly lights as directed by the Contracting Officer (CO). (d) The Contractor shall develop Integrated Pest Management (IPM) plan and techniques for the participating facility in accordance with the contents required in Attachment A. The agreed upon IPM shall be incorporated into all pest control operations. (e) The Contractor shall control/manage and eliminate all pests as defined in Attachment A to include, but not limited to: (i) general household nuisance pests (ii) structural pests (iii) weed control (iv) stored food pests (v) health related pest (vi) pest of ornamental plants (vii) wood product pests (viii)miscellaneous pest (f) The Contractor shall furnish pest control services in controlling and eliminating rodents without causing accidents or harm involving humans, and to protected species. Example of protected species is the Stephens Kangaroo Rat. (g) The Contractor shall communicate to the COR when a matter is beyond the realm of control to include a written report with possible recommendations for remedy and anticipated timeframe. (h) The Contractor shall provide recommendations to the COR for environmental sanitation practices that restrict or eliminate food, water, or harborage for pests and recommend Engineering practices that limit entry of pests. (i) The Contractor s personnel shall park only in approved areas that will be outlined by the COR upon contract award. EMERGENCY SERVICES: Emergency service request is any unforeseen circumstance or combination of circumstances that would affect the health or well-being of patient and staff requiring immediate action or a service that is deemed emergency by the COR. The Contractor shall respond and arrive on-site within two (2) hours after notification of the emergency request from the CO or COR and/or their designee during non-duty hours including federal holidays and within 30 minutes or less during normal hours of operation at no additional cost to the Government. Failure to provide this service is considered nonconformance and may result in the termination of the contract. REPORTING REQUIREMENTS: Prior to commencement of work to be performed, the Contractor shall sign in and out with the COR or his/her designee upon entering and departing the participating VA medical facility. The Contractor shall contact the COR at least 24 hours before each date of planned service activity for coordination of location and extent of work to be performed. The Contractor shall provide the COR or his/her designee a weekly report using the Pest Control Weekly Log Form provided by EMS no later than the following Monday of each week including emergency work, but not limited to pest and rodent activity, location of pest and rodent problem within VA grounds, status of pest and rodent problem, plan of work and method in managing rodent problem. COMPLIANCE REQUIREMENTS: Materials and methods in eliminating and controlling rodents shall conform to federal, state and local regulations and specifically be approved by the U.S. Department of Fish and Wildlife, California State Department of Fish and Game, respective County Department of Agriculture, and the respective Department of Veterans Affairs Foreman. Administration relative to rodent control includes provisions of all essential labor, supplies and equipment needed for accomplishment of the requested services, and includes administrative support necessary to provide invoices, evaluation reports covering the status of any problems, and any other information pertinent to execution of rodent and insect control services. The Contractor shall provide Certified Pest Control Technicians and be licensed, permitted, and in compliance with city ordinances and municipal codes regarding transport and use of rodent control equipment and chemicals. Additionally, the Contractor shall comply with Federal/State and or mandated requirements on the type of rodent control used to ensure the protection of human life and endanger/protected species. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can provide the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov.
