��������������������������������������������������������� REPAIR and RETURN SERVICES INTRODUCTION The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Repair and Return (R&R) Services. The intention is to procure these services on a competitive basis.� Based on the responses to this sources sought notice/market research, this requirement may be set-aside for 8(a) small businesses or procured through other means of competition, and a single award MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The U.S. Army Security Assistance Command (USASAC), is designated as the program manager for Commercial Repair and Return (R&R) of Foreign Military Sales (FMS) customer assets for the Army Security Assistance Enterprise (ASAE). USASAC has a requirement for management and technical services to sustain FMS standard and non-standard military and commercial assets for the ASAE, which includes Aviation, Missile, Communications, Electronics, Tank and Automotive type components.� Specifically, non-standard items that are not of a type or configuration currently active in the Department of Defense (DoD) inventory and standard items that the United States Government (USG) Sources of Supply (SOS) deem to be unobtainable within a reasonable period of time. Many FMS assets are aged or are customer unique and in depth technical information is not available. Other assets are not supported due to low or infrequent usage and the occasional request for repair/service may not justify the administrative cost and time required to sustain a USG depot repair program. In cases where depot repair support does exist, resources are limited and high DoD demand often takes precedence over FMS customer requirements.� In accordance with these assignments, USASAC supports the performance, safety, reliability and maintainability of nonstandard military and commercial assets for ASAE FMS customers.� Status of R&R assets is tracked in a USG web-based database (WebRoR).� REQUIRED CAPABILITIES The Contractor shall maintain teaming agreements with OEMs and other qualified repair facilities in order to provide repair/evaluation of component parts or systems, failure reporting and analysis, maintenance, system modifications, inspections, calibrations, overhauls, tests and evaluations, engineering design and analyses, and prepare assets for return to the customer. �The contractor shall provide all supervision, labor, materials, and other services to perform the requirements, including the documentation of these efforts, in order to bring systems/sub-systems/ component parts to Condition A Serviceable. This also includes overall program management, materiel management, financial administration, planning, monitoring, expediting, tracking, and reporting into a web based information system. � If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Website address, telephone number, Points of Contact and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, inclusive of the following: -Experience with WebRoR or similar R&R tracking systems -Current or recent Department of Defense contracts for R&R services (contract number, award date and narrative description) -Experience managing programs with international partners for DoD -Professional certifications your company holds in the area of logistics related to R&R services -Status of Purchasing System (i.e. Approved IAW FAR Part 44) -Provide any capabilities that your company possesses that would benefit the Government with regards to the R&R process from the beginning to the end of the repair process If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances. Include a statement similar to: A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a Secret Facility Clearance within 7 days of contract award. Establish an account in the Security Cooperation Information Portal (SCIP) Obtain Non-Disclosure Agreements (NDAs) from employees Berry Amendment IT (e.g. Clinger-Cohen Act) Service Contract Act Government Furnished Property plan. � ELIGIBILITY � The applicable NAICS code for this requirement is 541614 � Process, Physical Distribution and Logistics Consulting Services with a Small Business Size Standard of $16.5M. The Product Service Code is J010. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. For more information, refer to https://www.sba.gov/document/support--table-size-standards. � ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) � Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 3:00PM, EDT, 14 April 2021. All responses under this Sources Sought Notice must be e-mailed to: thien-trang.t.tran.civ@mail.mil. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. � Submit all questions by the above deadline.� Questions arriving late will not be accepted. This documentation must address at a minimum the following items: 1.)���� Point of contact information to include: company name, contact name, company address, website (if available), contact phone number, and contact email address. 2.) ���CAGE Code and Duns Number:� If your company holds a GSA Schedule contract (874 or other), please provide the Schedule number. 3.) ��Based on the size standard of the NAICS code identified, provide a statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification (8(a), Woman-Owned, Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies.� 4.)�� Are you planning on being a Prime or a Subcontractor? 5.)�� Both large and small business are required to support small business, please explain how you will utilize small businesses in meeting these requirements.� Please include a realistic goal for work as derived from this RFI and indicate whether having socio-economic subcategory goals e.g. Small Business, Small Disadvantaged Business, Women-owned Small Business, Economically Disadvantaged Women-owned Small Business, Veteran-owned Small Business, Service Disabled Veteran-owned Small Business, Historically Utilized Business Zones, etc. is feasible.� If so, include proposed goals for each subcategory. 6.) �Provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy the Government requirements. Vendors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. SMALL BUSINESS QUESTIONS 7A-7C (not included in the 10 page limit) 7.)� If you identify your company as a small business or any of the small business subcategories above, then is your company interested in a prime contract? If so, does your company possess the capabilities to provide the entire range of these requirements? If not, what specific technical skills does your company possess which ensure capability to perform the tasks? ���� a. Under the current small business size standard, do you anticipate your company remaining a small business under the stated NAICS code 541614 � Process, Physical Distribution and Logistics Consulting Services with a Small Business Size Standard of $16.5M? ��� b. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, �Limitations on Subcontracting�, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Please provide a plan which details how this percentage requirement will be met. �� c. Can your company sustain operations if not paid for 90 calendar days? 8.) �Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of a 12-month base year plus four (4), 12-month option periods with performance anticipated to commence in September 2022. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be an Indefinite Delivery/Indefinite Quantity hybrid Firm Fixed Price (FFP) and Cost-Type contract. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Thien-Trang T. Tran, in either Microsoft Word or Portable Document Format (PDF), via email thien-trang.t.tran.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. � No phone calls will be accepted. All questions must be submitted to the contract specialist identified above.
