Page 4 of 4 Overview: The Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) is searching for SDVOSBs, VOSBs, or Small Businesses with the capability of performing annual maintenance and testing on sixty-three (54) Automatic Transfer Switches ( ATS ) and (2) Paralleling gears of various manufacturers at the VA ILLIANA HEALTHCARE SYSTEM Contract requirements include: ATS Annual Inspection. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform annual inspection, maintenance and testing on all VA Illiana ATS (Note: All annual maintenance and testing shall be conducted in accordance with Original Equipment Manufacturer ( OEM ) standards and specifications.). Such annual maintenance and testing shall include: Minor Inspection: Performed Quarterly Recommended testing by Manufacturer Generator Start Sequence Inspect for any signs of moisture, previous wetness or dripping. Inspect all insulating parts for cracks or discoloration due to excessive corrosion. Inspect all main arcing contacts for excessive corrosion. Inspect all main current-carrying contacts for pitting and discoloration due to excessive heat. Inspect all control relay contacts for excessive corrosion and discoloration due to excessive heat. Conduct a test by simulating a normal source failure Test delay sequence on paralleling gear when Normal commercial Power Switches to emergency Generator power Test delay sequence on paralleling gear when emergency Generator power Switches to Normal commercial power Major Inspection: Performed Annually Performed all Items in Quarterly inspection De-energize the switchgear. Remove the ARC chutes and pole covers. Test and re-calibrate all trip sensing and time delay functions in the switchgear. Electro-Mechanical: Use approved Variac pickup and dropout testing method. Solid-State/Microprocessor. Use approved manufacturers test kit or Variac pickup and dropout testing method. Vacuum clean the accumulate dust from the switchgear and accessory panels. Remove any grime with an approved solvent. Manually operate the main transfer movement to check proper contact alignment, deflection, gap, and wiping action. Check all cable and control wire connections to the transfer switches control and sensing panel and other system components and tighten if necessary. Check all accessories for correct operation. Annual Maintenance and Testing Report. An annual written Report of all work performed under this Contract shall be provided to the COR within seven (7) calendar days following completion of annual maintenance and testing of all ATS. Content: This Report shall contain the following information: Company name, address, telephone number, and fax number; Name and signature of service technicians that performed the actual ATS maintenance and testing; This Contract s number and name and e-mail address of the Contracting Officer or Contract Specialist administering this Contract; Specific maintenance and testing information for each ATS, including: Location; Type; Name and nameplate information; Date and time of maintenance and testing; Test data and results; Color infrared pictures taken before and after maintenance and testing; Condition, including any deficiencies; Recommended corrective actions, if any. (Note: A quote may be provided by the Contractor, but no additional work outside the scope of this Contract shall be performed without a valid Contract Modification, in accordance with FAR 52.212-4(c).) Copies of the service technicians EGSA Certified Systems Technician Journeyman certification, as referenced in Paragraph E, below; Description(s) and model number(s) of any specialized tools or equipment used in performance of the work, e.g., infrared scanning camera; Format: The Contractor shall submit two (2) paper copies and one (1) electronic copy on CD-ROM or DVD of the Report. All materials referenced in the Report shall be included in electronic format on the same CD-ROM or DVD as the Report. Service Technician Requirements. All service technicians performing work under this Contract shall be an EGSA (Electrical Generating Systems Association) Certified Systems Technician Journeyman. All interested, responsible sources must submit a capability statement by 12:00 p.m. local time, Monday March 29th, to aaron.rogers1@va.gov, to include the following information: Company experience in providing ATS maintenance and test services, to include number of years of experience and any examples of current contracts in place with government or commercial entities, to include contract number if with the Department of Veterans Affairs; and Customer point of contact information for contracts listed in company experience. This Sources Sought Notice is issued solely for information and planning purposes to determine availability of qualified SDVOSBs/VOSBs and does not constitute a solicitation. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Please note that this is not a request for quote; the Government is seeking information for market research purposes only.
