Description
SCOPE: OBJECTIVE: Contractor to perform necessary HVAC upgrades in the Morgue area autopsy Room in order to comply with VA Design Guidelines (PG 18-9 Chapter 240 revised in October 3,2016). REQUIRED SERVICES: Work to be performed on Exhaust Fan #93 Perform necessary work to include but not limited to provide and install pulleys and belts to increase CFM capacity in Exhaust Fan 93 located in the Main Building. Provide a stack of enough height (minimum 10 ft.) to discharge 3,500 fpm in the Exhaust fan 93. Provide and install dampers and access doors for the supply and exhaust ductwork. Work to be performed on Air Handling Unit (AHU) #29 Contractor to provide and install one (1) electric reheat coil in the supply main ductwork in the AHU#29 located in the Mechanical Room C33 in the Main Building. Provide all electrical connectors, wire and breaker in order to provide the necessary power from the closest MCC (to be identified by VA). Provide and install one duct temperature sensor in order to integrate the electric reheat. Provide, install and program 1 differential pressure transducer with local audible alarm and one temperature and relative humidity sensor for the Autopsy Suite in the Morgue. Provide and install one diffuser for the MSD Room. All devices and programming need to be compatible with Trane s Building Automation Systems (Tracer Summit, Tracer TU, Tracer ROVER and Tracer Ensemble). Testing Adjusting and Balancing (TAB) Contractor to perform a final TAB (Report included) on EF 93 and AHU 29 vents and components to certified compliance with required ACPH (Air Changes per Hour) parameters. Materials and Equipment Approval Contractor to submit all materials and equipment to be installed with respective specifications via the VA s Material Approval Submittal form for COR approval prior purchase and or installation. Utility Shutdowns Contractor needs to submit a disruption request at least 2 weeks prior for any utility disruption or shutdown for approval. Evaluation Criteria A Site visit is required HVAC work experience in a Hospital or equivalent setting (i.e Pharmaceutical) Personnel working will need to be certified professionals Certified Electrician (Puerto Rico) Certified HVAC Technician and/or Industrial Maintenance Mechanic Certified Trane Programmer in Tracer TU, Tracer Ensemble, Tracer ROVER and Tracer Summit System Programmer Contract Administration: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. DESCRIPTION: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 238220. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Eastern Standard Time (EST) on March 29, 2021. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
