This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of a solicitation. Statement of Need Lebanon VA Medical Center Title of Project: SPS Epilog Pro Laser System Background: The Lebanon VA Medical Center Sterile Processing Service has a need for laser system for engraving and anneal processes. As instrumentation goes through the reprocessing motions in a facility, it is inevitable that things get delivered to the wrong clinic or a wrong instrument is put into a set. With having a laser system available in SPS, it will allow us to mark instruments and then scan items during the assembly and delivery processes. Currently, we use a color-coded tape marking process to determine which clinic or doctor items belong. We have been cited for this practice during numerous audits. A laser system will allow us to remove all the tape from instruments and put a simple 2D mark that staff can be scanned. The scan can tell us what the instrument is and where it belongs. It is required by National Office of Sterile Processing that SPS departments utilize the CensiTrac Instrument Tracking System. This is currently in use here at the Lebanon VA SPS. To advance the use of this system, SPS needs a laser system that will be able to mark many different types of instruments and materials. The CensiMark by CensiTrac only works for stainless steel and wide flat surfaces only. As well as this being extremely useful in sterile processing department, this laser will also be used by the Biomedical Department in the facility. They will use this laser to engrave shop tools, make equipment marker plates, making signage throughout the facility, and any other projects, as needed, for Biomed and the Facility. General Requirement: A brand name requirement for an Epilog Pro 32 Laser System is being requested because of the following: This EpiLog Pro System is two different types of lasers in one: There is a high-powered CO2 laser that will provide functionality for the Biomed/Facilities functionality and has a low-powered fiber laser for SPS functionality of annealing many types of surgical equipment/instruments. Camera/laser functionality: This system comes with a camera system that will alleviate programming and height settings that are normally required with a laser system. This unit has a camera system tied into the dual laser source This saves the facility from requiring two separate laser systems for uses in both Sterile Processing and Biomedical/Facilities Laser will anneal marks on the item/instruments. Annealing is a process in which the laser uses heat to heat the metal to near melting points, which induces a color change to the top layer of the material. Annealing settings are required as this procedure does not remove metal as an engraving does which makes annealing the recommended technique for medical instruments and devices. Laser has capability to anneal all materials including plastics and PVC Laser can imprint 2D data matrix on flat and curved surfaces below 1.0 mm thick Laser will be able to anneal the name of the instrument directly onto the device The more materials and instruments it will mark, the greater the Quality Assurance for staff and patients Salient Characteristics: Must have Dual function (CO2 and Fiber lasers) utilized in a single unit CO2 laser Fiber laser Wattage Requirements: Minimum 120 Watt for CO2 and 30 Watt for Fiber Laser Source must be digitally controlled Capable of engraving speed of 165 inches/second with 5g acceleration Require selectable resolution greater than 1,000 dpi for barcode etching Minimum work area of 32"" x 20"" Allow up to 12 for material thickness Air assisted to remove heat and combustible gasses from the cutting surface. Require Chuck style and Rim style rotary options Both (CO2/Fiber) laser optics able to utilize rotary attachments Both (CO2/Fiber) laser optics able to self-adjust/auto-focus Has a red dot pointer to assist positioning projects Has 1GB of permanent storage for saved projects Print interface allows for USB and 10Base-T Ethernet connections Must be compatible with Windows 10 Deliverables: The vendor shall deliver to the Lebanon VAMC: one (1) Fusion Pro 32 Dual Source Laser System, C02-120W/FIBER-30W two (2) Host Design Station (PCPKG) two (2) CorelDraw Graphics Suite (CORELDRAW) two (2) PhotoLaser Plus Graphics Software (PLP) one (1) Fusion Pro Rim-Drive Rotary Attachment (ROTATCH-FUSION) one (1) 3-Jaw Chuck Rotary Attachment (ROTATCH-3-JAW) one (1) Vector Grid, Fusion Pro 32 (VGFUSION32) one (1) Slat Table, Fusion Pro 32 (SLAT TABLE FUSION 32) one (1) Filter System, Fusion Pro 32 (FILTER-FUSION Pro 32) one (1) On-site day for setup and training for staff on its use Delivery: Contractor shall provide delivery to the Lebanon VA Medical Center located at 1700 S. Lincoln Ave., Lebanon, PA 17042. Delivery to the facility and installation shall be coordinated in advance with the Contracting Officer s Representative. If not, Can you provide additional information shown below. This is to confirm compliance with the non-manufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers. Does your company exceed 500 employees Primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; Take ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice; Obtained an individual or class waiver? If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way?
