36C24921Q0206 SOURCES SOUGHT BUILDING AUTOMATION SYSTEM (BAS) SOFTWARE UPGRADE **This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** Assigned NAICS: 334512, PSC: 7B22, Size Standard 500 employees. PURPOSE: This notice is purely to find capable contractors who can meet this requirement and assess whether a set-aside is warranted and the type of set-aside, if warranted. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. BACKGROUND: The facility currently has a BAS that controls and operates 80 air handlers, 2500 VAV or other room temperature control devices, 9 chillers, 8 cooling towers 35 Direct Expansion (DX) units and 30 pumps. The BAS controls the Heating Ventilation and Air-conditioning systems for the entire medical site. The controls system is complex and has over 1,000 of control points, inputs, and outputs within the medical facility. SCOPE OF WORK/PROJECT: Government is looking to upgrade the following component of their existing BAS: Overview software Niagara Tridium, version 3.7 to version 4.9. Overall project seeks: Niagara 4.9 Server Software for installation on the VA Virtual Server. Niagara Server Station Migration from AX to N 4.9 Niagara 4.9 Workstation Software to upgrade existing Workstation in Graphic Control room. VA Virtual Server is Government-owned equipment. Existing BAS network includes: Siemens Talon Control System Siemens Talon/ Niagara Front End Siemens Talon Network Managers Siemens Talon BACnet Controllers Siemens Talon Field Devices (stats, variable speed drives, actuators, dampers, valves) Johnson Controls Inc. (JCI) Network Manager Controllers JCI BACnet Controllers JCI Field Devices (stats, controllers, variable speed drives, actuators, dampers, valves) JCI Pneumatic Controllers included JCI Legacy products and software (PMI NCM) Distech BACnet Controllers & Associated field devices (stats, controllers, variable speed drives, actuators, dampers, valves) Schneider BACnet Controllers & Associated field devices (stats controllers, variable speed drives, actuators, dampers, valves) Tridium Niagara BAS front end controls. Vendor Experience Sought: Full-service Engineer (FSE) with at least three (3) years of successful experience in fully maintaining, troubleshooting, servicing, and upgrading equipment of this scope. The FSE must have successfully completed a formalized Tridium Niagara training program and received certification from the Siemens Talon Headquarters or a third party with equal training certification program for Tridium Niagara products. The FSEs must have the ability to program in METASYS, Johnson Controls, Siemens, Distech, & Snyder controls with Niagara front end graphics. The FSEs must have the ability to troubleshoot components, network and diagnose programming issues. (e.g. large, small, woman-owned, etc.) Do you primarily engage in the retail or wholesale trade, normally selling the type of item/service sought it in this requirement? Do you take ownership or possession of those normally procured items through your personnel, equipment, or facilities until you sell or deliver them? Do you keep any of this product in-stock? Have you ever kept any of this product in-stock? Do you have the properly experienced and trained personnel to meet this project? Do you currently have the quantity for this requirement in your inventory? Do you offer all the products and services under existing Federal Government contracting vehicles? a. if yes, please provide the contract number/identifier. b. list the contract line items (CLINs) or schedule items (SINs) that would most match the products and services in the Requirement paragraph below. Interested parties may identify their interest and capability to respond to the requirement and submit pertinent documentation (e.g. brochures, written responses to questions, OEM letters, etc.) supporting capability by Thursday, April 1, 2021 at 10:00am EDT to: sascha.hertslet@va.gov. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
