- The U.S. Army Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Cyber Test Training (PM CT2) is responsible for managing the total life cycle of targets, target control systems and ground range systems used in live and virtual testing and training. PM CT2 provides the best value acquisition, superior life cycle sustainment and operation for the U.S. Army, DoD and international customers. The AGATCS SDP IDIQ contract action was�awarded competitively and contains both fixed-priced and cost reimbursable line items. The initial order contains both fixed-priced and cost reimbursable line items, and was�issued at the time of IDIQ award as solicited and evaluated. AGATCS is a government-owned controller system, software-based system of systems that incorporates control of all Threat System Management Office (TSMO) targets into a single control system that meets cybersecurity requirements. AGATCS is the Army�s primary target control system for ground, seaborne, small unmanned aerial system (SUAS), and aerial targets, including full scale, subscale, and rotary wing targets. The AGATCS provides commonality for target control at all Army Test Centers, using Commercial off-the-shelf (COTS) equipment where possible. The AGATCS system hardware is portable to support worldwide missions and can be configured for the needs of each application, avoiding unnecessary and unused equipment. AGATCS consists of the target ground control station, aerial target instrumentation (ATI), surface (ground/seaborne) target instrumentation (STI), test sets, and a simulator/trainer. TSMO procures, operates, and maintains fixed site, transportable, and portable versions of the AGATCS as well as the ATI and STI located within the targets themselves
