- The Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS), hereby submits a notice of intent to award an interim (bridge) contract to Conduent Federal Solutions, LLC, 12410 Milestone Center Dr. FL 5, Germantown, MD 20876.� The DOL, Office of Workers� Compensation Programs (OWCP), requires an interim contract to continue pharmacy bill processing services without gap for claimants under the Federal Employees� Compensation Act (FECA), Black Lung Benefits Act, Energy Employees Occupational Illness Compensation Program Act (EEOICPA), and Radiation Exposure Compensation Act.� The Contractor will provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Pharmacy Bill Processing and Central Pharmacy Mailroom services. This requirement is intended to be a short-term contract while an enhanced scope of services is competitively procured and transitioned (if necessary). The current contract expires April 30, 2021. The period of performance for this contract will commence on May 1, 2021 and will include a twelve-month base period and two, six-month option periods. The contract will include FAR clause 52.217-8, Option to Extend Services, which may extend the period of performance for up to six months. The procurement will be issued under the authority of Federal Acquisition Regulation (FAR) Subpart FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements,� using the procedures in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. A firm-fixed price contract is contemplated. The North American Industry Classification System (NAICS) code is 524298. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not delay legislatively mandated medical benefits provided under OWCP�s three programs. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.� A solicitation is not available. Responses to this Notice shall be submitted no later than 2:00 p.m. local time on April 8, 2021 to Tomeka Evans at evans.tomeka.s@dol.gov via e-mail only (phone calls/voice mail messages will not be accepted and will not receive a response).
