- This notice identifies a pre-award qualification opportunity established in accordance with FAR 9.2. These parts require engineering source approval by the control activity to assure the integrity of the part. An alternative source must qualify according to the design control activity's procedures as approved by the applicable Government engineering activity, WR-ALC, 409 SCMS/GUEA. Prequalificatio Notice: The contractor shall notify the points of contact identified in the notice that the pre-qualification requirement is being established or notify the point of contact identified in the notice of solicitation issuance that is subject to a pre-qualification requirement of their intent to qualify as a source. 2. Facilities: The contractor must certify to the Government that he has (or has access to) the required facilities, tools and specialized equipment to manufacture, inspect, test, and package the item. The contractor shall provide a summary of the company's capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling, and test and inspection equipment, any 1. Facilities. The contractor must certify to the Government that he has (or has access to) the required facilities, tools and specialized equipment to manufacture, inspect, test, and package the item. The contractor shall provide a summary of the company's capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling, and test and inspection equipment, any specialized equipment and the personnel skill level that will be performing the effort. The contractor shall make his facilities, equipment, tooling, and personnel available for evaluation and inspection by the Government. 3. �Manufacture. �The contractor must manufacture this item to conform to all the requirements of� revision T of Drawing 12007363, or revision of Drawing 7790712, or revision - �of Drawing� 11010476, or revision D of Drawing 200221072-10 which depends on the NSN procured. �The contractor� must provide, at his own expense, data showing the results of quality, performance, and� environmental evaluations conducted by the contractor to show compliance with the requirements (tolerance, tooling, finishing, forging, casting and etc.) of the drawings and specifications for� the same item or a similar item(s). Contractors are cautioned that if any qualified die tooling was� used to produce all previously produced 12007363 or 7790712, or 1 /010476, or 200221072-10 castings, that� the die tooling is the property of the OEM and cannot be made available for the contractor's use by� the Government. �Potential suppliers must �possess a Type JO Federal Firearm License (FFL). Potential bidder shall provide a detailed quality plan implementing ISO 9001 (or equivalent); this� requirement may be satisfied by evidence of an independent ISO 9001 certification or� current/previous DCMA-administered contract that required ISO 9001 (or equivalent) compliance. At� any time, the Government retains the right to inspect the contractor's facilities; and� manufacturing, quality, test and environmental processes and documentation. 4. �First Article Test (FAT) Requirements. �If the contractor is awarded a contract, the� contractor will be required to provide two post-contract award first article exhibits to evaluate� the manufacturing capability of the contractor . �Both articles must comply with all of the� requirements of the end item drawing (12007363 rev T), or drawing (7790712 rev-), ordrawing� (11010476 rev-), or drawing (200221072-10 rev D) which depends on the NSN procured. �Complete FAT� at government's expense may include form, fit, function and test firing. The First Article may be� required even if a Source Qualification Wavier is granted �IAW Section C5 below. 5. �Waiver:� Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may� apply for a waiver of all or part of the qualification requirements: QWCJ: �The potential source submits written certification that the articles have been supplied to� the Government or original equipment manufacturer and shall provide the following: 1. � � � � Contract Number 2. � � � � �Procuring Agency 3. � � � � Contract Value 4. � � � � Number of assets shipped 5. � � � � Copies of DD Form 250, Material Inspection and Receiving Report, Purchase Order, or Invoice QWC1: �The potential source is qualified on the right-hand article and requests to be qualified on� the left-hand article. If the right-and left-hand articles are mirror images of each other, then� approval can generally be given. QWC3: �A source qualified to provide an assembly is usually qualified to provide subassemblies,� major components, and items of that assembly. QWC4: �A source qualified to provide earlier dash numbers of a basic PIN may be qualified to� provide other dash numbers of that same basic PIN, provided there is no increase in complexity,� criticality, or other relevant requirements. � QWC5: A source qualified to legally provide a similar or like item can be qualified to provide the required item, if the source can produce proof that he has the tooling available to produce a qualified casting and the source can prove that he has the ability to carry out the machining and specialized heat treatment processes. However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. As a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD. QWC6: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the manufacturing process.
