Notice Type: Notice of Contract Action � JSE Image Generation System (IGS) J&A Statutory Authority: FAR 6.302-1-10 USC 2304(c)(1)- Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIEB), Edwards AFB, CA intends to issue a sole source contract to Aechelon Technology, 888 Brannan St, Suite 210 San Francisco, CA 94103, for the Joint Simulation Environment (JSE) Image Generation Systems (IGS). The contract will be executed by means of other than full and open competition, due to the need to maintain commonality, interoperability and compatibility with the current systems located at the Naval Air Station (NAS) Patuxent River (PAX River) and already used by the JSE team. Aechelon Technology has Intellectual Property (IP) rights to the IGS data bases currently in use at PAX River and the Government has no data rights currently. There is an existing IGS data bases used by the JSE at PAX River and Air Force intends to establish an IGS that meets commonality, compatibility and interoperability with the IGS currently used at PAX River. The authority permitting other than full and open competition is 10 USC 2304(c)(1) - FAR 6.302-1(a)(2)(ii)Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- �������������������� (A)Substantial duplication of cost to the Government that is not expected to be recovered through competition; or ��������� �����������(B)Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 3304(b)(2).) Aechelon Technology is the only manufacturer of the Nucleus and Nexus image generation hardware/software. These integrated hardware/software systems are tailored specifically to the JSE 5th Gen fighter platforms and meet highly demanding flight test simulation and shared-environment database requirements. No other technical solution has the compatibility, commonality, or interoperability with current and proposed JSE Aechelon IG platform architectures, JSE multi-spectral visual system database files currently being used by PAX and SIMAF can only be read by the Aechelon Technologies architecture. Aechelon Technologies has no authorized resellers. The specified Image Generation (IG) systems are a highly specialized major system used jointly by the USAF and US Navy in a government owned simulation architecture supporting developmental and operational flight testing, high-end advanced tactics and training development, and joint force experimentation projects in a near-peer adversary combat test environment. As such, the IG systems and world wide data bases must be of extraordinarily high precision and must be 100% inter-operable across the AF and Navy JSE enterprise. Identical performance must be present in all facilities to ensure that test results in one facility may be identically reproducible in another JSE facility. Further, costly and time-consuming validation, verification, and accreditation on the IG systems and data bases in one facility must be applicable to any other facility. If any degree of commonality or interoperability is lacking, significant joint-service effort and expense would be required to accredit disparate facilities to the level required for flight test equivalence. The technical intellectual property for the specified IG systems and world wide data base are Aechelon proprietary. The functionality and performance required of these systems is not otherwise available in the commercial marketplace. Aechelon Technology integrated, and fielded high-fidelity visual display systems with identical system specifications to the US Navy at JSE-Pax River under contract N68335-16-C-0188. Pax River is currently using the Aechelon Image Generation systems in support of the Joint Simulation Environment (JSE). It is in the best interest of the government to establish a common hardware/firmware/software configuration across the joint-service enterprise. Commonality and interoperability allows the AF and Navy to achieve higher efficiency by using a shared spare parts pool for logistics support, establishes a joint-service system engineering baseline, and minimize costly validation and verification testing across the three operating locations. It will be a substantial duplication of cost to change the IG systems already in use by the Joint Simulation Environment. The government invested approximately $12M under Contract Number N68335-16-C-0188 on the Image Generator Systems currently used by the Air Force and NAVY at Naval Air Station (NAS) Patuxent River (Pax River). In accordance with FAR 5.207 (c) (16) (ii), all responsible sources may submit a capability statement, which shall be considered by the agency. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
