See Amendment 1 for Questions and Answers.� This notice is a combined synopsis/solicitation Request for Quotation NIAID-RFQ-21-2060532 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect with the Federal Acquisition Circular 2021-05 dated March 10, 2021.� The National Institute of Allergy and Infectious Diseases, Vaccine Research Center (VRC) is requesting to procure a service agreement for Thermo Fisher Scientific Heracell CO2 incubators and various models of Sorvall centrifuges a total of seventy-nine (75), see attached instrument list.� This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and FAR Part 13 -� Simplified Acquisition Procedures will be used for this acquisition.� Only one award will be made as a result of this solicitation.� This acquisition will be awarded as a firm-fixed price type of contract, and is not a small business set-aside.� The associated North American Industry Classification System (NAICS) Code is 811219, with the size standard of $22.0 in millions.� The period of performance for full performance is April 2, 2021 � April 1, 2022.� Services shall be performed in Bethesda, Maryland 20892. The VRC conducts research that facilitates the development of effective vaccines.� The Heracell CO2 incubators (quantity 57) and various models of Sorvall centrifuges (quantity 18) are used in direct support of critical research being performed throughout the various VRC labs.� The equipment age range is 1 � 21 years, which of the seventy-five (75),� eighteen (18) are covered under warranty.� The need to have the incubators and centrifuges well maintained and fully functional is paramount to maintaining the flow of research activities within the VRC labs.� Certified and factory trained engineers with expertise are to service these instruments and provide immediate technical support and repair services to prevent downtime in the event the instrument malfunctions.� The impact to the program�s mission if the centrifuges and incubators are not properly service could be severe if a component fails, or if serviced without Thermo Fisher Scientific original equipment manufacturer OEM component parts, spare parts, software, technical support, upgrades, and engineering resources to maintain the original operating specifications.� To use different parts may cause the instruments to not be calibrated to optimal specifications such that the samples between experiments will not be analyzed and compared.� Quality of experimental results may be compromised and time lost due to repeated experiments to confirm experimental results.� The minimum service requirement for the Heracell CO 2 incubators and the various models of Sorvall centrifuges consist of the following: Priority onsite repair Monday through Friday during the hours 8am-5pm, One (1) Annual onsite preventive maintenance, Two (2) business day response time for corrective maintenance that includes engineer labor, original equipment manufacturer (OEM) parts, and travel, Priority depot repair, and loaner equipment if needed during the duration of the repair, and Unlimited priority phone and email support. NIAID will evaluate quotes to determine the best value to the government.� NIAID will make a Best Value Determination based on the capability of each offeror�s quote to provide all requested products/services and meet the required technical specifications, past performance, and price. Quote Instructions Indicate the order or priority in which repairs will be scheduled. (For example, if the vendor serves multiple clients, which clients, if any take preference over others.� If there is a tier-based system that prioritizes certain clients or certain types of repairs over others, indicate at what tier or priority of service that is being quoted). Indicate the nature of software updates/revisions during the service period.� Include when they will be implemented (for example, will revisions/updates be provided and released to NIAID, during preventative maintenance visits only), upon immediate release, or on another schedule). Quote must include all service terms, conditions and exclusions as part of, or as an attachment to the quotation.
