- Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement to procure preventive maintenance (PM) and repair services for Weight Handling Equipment (WHE), specifically Cranes and Rails, located at the Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE). This will be a Firm Fixed Price contract, in accordance with the attached Statement of Work (SOW). The resultant contract will be one base year and four option years, for a five year total period of performance. The Government intends to procure the above items through a full and open competition. �(i)� THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� (ii)� This solicitation number is N68335-21-R-0046 (iii) �The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-95.� (iv)� This solicitation is open to all business sizes.� NAICS is 811310.� FSC code is J039 (v)� FAR 52.212-1 Instructions to Offerors � Commercial Items, is incorporated.� (vi)� Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.� (vii)� FAR 52.212-4, Contract Terms and Conditions - Commercial Items is incorporated.� The resulting contract will be one base year and four option years, for a five year total period of performance. Q- Relative to the 18 crane structures/systems, can you share if there are obsolescence issues due to vintage of cranes?� Is full replacement or replacement in the next 5 years be anticipated. A - There should be no anticipated obsolescence issues.� We have replaced our oldest cranes and are replacing some older cranes now� (this year).� If we do run into an obsolescence issue, there is usually an acceptable substitute.� If we determine part is obsolete and there is no substitute, then vendor is off the hook; we'll begin replacement buy which does not involve the vendor on this contract. 2.) Q - In potential inspection and maintenance discoveries requiring design verification, is that capability to be offered as well or is that equipment design authority located on the base facility? A - If design changes are deemed necessary under a REPAIR scenario we will require vendor to be able to prepare design change proposals (to be submitted to Navy Crane Center).� However, all cranes have been audited for many years so the likelihood of an INSPECTION (during preventative maintenance) uncovering the need for a design change is remote. 3.) Q - If/when vendor recommends replacement, and we (Navy) agree that replacement is in best interests of the Navy, then the vendor's job is complete.� As stated in #1 above, we will not procure any new cranes via this contract. A - Relative to repair and replacement, would this be separate scope or shall we estimate an annual amount for such activities (rental equipment, disposal, hauling, etc?) SITE VISIT: The site visit is scheduled for 21 April 2021, 9:00am EDT.
