FY20 MILL AND OVERLAY RWY 13-31 ALL ASPHALT & REPAIR SHOULDERS, CANNON AIR FORCE BASE, CURRY COUNTY, NM The proposed procurement will be competed as an Unrestricted (open to both large and small businesses), Best Value Trade Off (BVTO) Request for Proposal (RFP) source selection process in accordance with FAR 15. NAICS is 237310, with a size standard of $39,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 17 MAY 2021, with proposals due on or about 16 JUNE 2021. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the construction of an AC 4� deep mill and overlay of Runway 13/31.� In addition, 25� shoulders (approximately 8200 ft in length) along both sides of Runway 13/31 will be constructed.� Project includes removing existing shoulders, installing paved shoulders, installing runway lighting, installing threshold lighting in tailhook gap, installing counterpoise system, improving site subbase, grading for proper drainage, painting/repainting airfield markings (as required), and all necessary work to bring paved and unpaved areas up to acceptable DOD standards. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
