Page 7 of 7 INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VHA Program Contracting Activity Central (PCAC) is seeking potential design-build sources to provide architecture/engineering and construction services at the Grand Island VA Medical Center and Omaha VA Medical Center. The location for the Grand Island project is 2201 N. Broadwell Ave., Grand Island, NE 68803-2153. The location for the Omaha project is 4101 Woolworth Ave., Omaha, NE 68105. PCAC is conducting a market survey and is seeking potential contractors to support the VA s Electronic Health Record Modernization (EHRM) efforts being conducted in VISN 23. SUMMARY OF WORK TO BE PERFORMED: The purpose of this project is to ensure that Omaha and Grand Island VA hospitals have the capabilities to meet the training and administrative space requirements it needs for the upcoming EHRM project. Omaha and Grand Island VA facilities face significant spacing needs and requires the assistance of a design-build contractor to assess the area and design/build out the space. The design/build (D/B) contractor shall provide design and construction services to design and build the training and administrative spaces at the Omaha and Grand Island VA Hospitals in accordance with their scope of work. The D/B contractor shall develop a plan, drawings and construct space on site, that will include prepping a portion of land for temporary conference room trailers and/or renovating space for an office environment. The room upgrades will include but not limited to room re-configuration, painting, patching, carpentry, flooring, MEP as well as ensuring there is proper electrical and data to support an IT training room. The contractor shall furnish all architectural and engineering services, in conjunction with construction services, to support EHRM efforts to create training and administrative spaces for both EHRM projects. All other work related is to provide a complete and usable project based on the requirements stated above. PROCUREMENT INFORMATION: Any solicitation released for the two (2) projects related to this Sources Sought Notice will result in competitive, firm-fixed-price contract utilizing the design-build approach outlined in FAR Part 36.3 Two-Phase Design-Build Selection Procedures. However, the results and analysis of the market research will finalize the determination of the procurement method for each project. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. VHA anticipates soliciting and awarding approximately two (2) design-build projects in VISN 23 throughout fiscal year (FY) 2021. The responses obtained from this Sources Sought Notice will help the Contracting Officer make informed decisions for each project regarding acquisition strategy. These projects are planned for advertising throughout FY 2021. The North American Industry Classification System (NAICS) code 236220 (size standard $39.5 million) applies to these procurements. The duration for each project is 330 calendar days. The estimated cost of construction for each project will vary. In accordance with VAAR 836.204, the magnitude of construction for the Omaha project is between $1,000,000 and $2,000,000. The magnitude of construction for the Grand Island project is between $500,000 and $1,000,000. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following information: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 236220. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). Section 3: Provide a Statement of Interest in the project to include which of the above two (2) Medical Center locations you are interested in. Section 4: Provide the type of work your company has performed in the past in support of the same or similar requirement. Section 5: Provide the prime contractor s available bonding capacity in the form of a letter of intent from your bonding company with this submission. It is requested that interested contractors submit a response (electronic submission) of no more than ten (10) single sided pages, single-spaced, 12-point font minimum that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Please also include a cover page, which includes, at a minimum: the company s name, address, Dun & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. Submissions (responses) shall be submitted via email to the primary point of contact listed below by April 1, 2021 at 3:00 PM ET. No phone calls will be accepted. The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time no solicitation exists; therefore, please DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized in Contract Opportunities at https://beta.sam.gov/. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis.
