- This Sources Sought/Market Survey Notice is being conducted by Network Contracting Office (NCO) 10, 8888 Keystone Crossing Suite 1100, Indianapolis, IN, 46240 to identify sources that can provide and install a Portable Emergency Generator for the VA Northern Indiana Healthcare System, 2121 Lake Avenue, Fort Wayne, IN, 46805. The vendor shall provide all necessary items to support the outbuildings and modular during a loss of normal power to any of those units. The generator must be trailer mounted for portability, must have sufficient load capacity (340kW prime,375kW standby) and must have the ability to run for a 24-hour period at load. The following are the salient characteristics for the required portable generator: AIR INLET SYSTEM Turbo Charger and Air-to-air aftercooler Air cleaner: Two-stage cyclonic / paper element Dust cup and service indicator; RH CHARGING SYSTEM Charging alternator 24V-45A, heavy duty with integral regulator and belt guards. CONTROL SYSTEM ADEM A4 engine controller. COOLING SYSTEM Radiator package mounted; ambient capability 43 C 50% Coolant antifreeze with corrosion inhibitor Drain lines; exterior; LH Blower fan, fan drive and fan guard (with vertical discharge through enclosure). Belt guards Coolant level reservoir / sight gauge; LH Cooling drain line with valve; LH ENCLOSURES 12-gauge steel Two Coat Polyester Powder Coated Finish 7 Doors and 3 Access Doors Single point lifting Sound attenuation 77 dbA @ 7M (23 feet). FUEL SYSTEM UL Listed 520 Gallon double walled tank provides 24 hr runtime at 75% prime + 10% rating. 12 Gallon DEF Tank with Intergraded Pump GENERATORS AND GENERATOR ATTACHMENTS Matched to the performance and output characteristics of CAT engines. Includes DC shunt trip coil activated on any monitored engine or electrical fault. 1600 Amp fixed type, 3 poles, genset mounted, electrically operated, insulated case CB. INSTRUMENTATION EMCP 4.2 control panel mounted in enclosure NEMA 2, IP23 dust-proof enclosure Metering display: voltage, current, frequency, power factor, kW, WHM, and kVAR LUBE SYSTEM Oil cooler Lubricating oil Crankcase breather with collection assembly; LH Oil filter (spin-on) and dipstick; LH. Oil drain lines with valve; LH MOUNTING SYSTEM Generator set; soft mounted to base to reduce vibration and noise. Skiddable steel base frame with tie down eyes contains integral fuel tank. STARTING SYSTEM Battery rack and cables installed on base: RH Single electric starting motor; 24 volt Dual 12V (880 CCA) Battery (Cat brand maintenance free) Glow plugs fitted on engine Jacket Water Heater - 120VAC protected by fuse in control panel Output temperature is thermostatically controlled AC supply automatically disconnected upon start. Battery Charger - UL listed, CSA listed Stainless steel enclosed, 3 Amp, 120VAC, 60Hz 12 VDC output, DC ammeter indicator. Automatic charging, temperature compensated, current limiting and overload protection.
