Description
The Great Lakes St. Lawrence Seaway Development Corporation (GLS or Corporation) is seeking sources for small businesses qualified to provide architect/engineering services on an as needed basis for projects to maintain and improve their facilities in Massena, New York.� Background: The GLS is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway (Seaway) in U.S. territorial waters between Lake Ontario and Montreal, Canada, including two navigation locks: Eisenhower and Snell Locks. The Corporation�s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway, which includes maintenance, repair and/or replacement of structures and facilities. In the near future, GLS plans to issue a request for proposals which shall require each firm�s professional qualifications and experience.� GLS expects to evaluate A&E firms based on 1) Specialized Experience and Technical Competence 2) Professional qualifications of the prime firm, consultant firms and proposed designers 3) Geographic location and knowledge of the locality of the project 4) Past Performance 5) Capacity to accomplish work in the required timeframe.�� � Project Scope: The Great Lakes St. Lawrence Seaway Development Corporation (GLS)intends to award up to three (3) Indefinite Delivery Indefinite Quantity contracts for architect/engineering services on projects for maintaining and improving their facilities in Massena, New York. Tasks may include reconnaissance; preparing designs, reports, specifications and drawings in AutoCAD or a compatible format; on-site inspection of construction work in progress; and project management/oversight. The tasks may vary greatly in terms of complexity and may have short lead times.� The A/E firm shall have architectural and engineering capabilities through their staffs or through the use of consultants which include expertise and experience in the following disciplines: Civil, Structural, Mechanical, Environmental, Electrical, Electronic, Architectural, Surveying and Occupational Health and Safety and more specifically work in areas as follows: paving and drainage, concrete and steel structures, design of marine structures (i.e. locks, dams, pile structures, etc.), HVAC, sanitary and fire protections systems, electro-mechanical and Hydraulic systems, environmental and energy efficient aspects of projects, electrical power distribution systems, electronic equipment and controls, buildings and topographic surveys.� Projects may involve single or multiple disciplines. Submission: RFI: Interested firms shall submit the following for this RFI: Please e-mail a capability statement and other relevant information. Provide your company name and point of contact. Provide a list of three references and a list of three relevant projects related to construction, repair and/or alteration of heavy civil structures such as locks, dams, penstocks, hydroelectric plants, etc. The e-mail subject must contain A&E Services RFI in the subject line. Questions regarding this announcement shall be submitted in writing by e-mail to jason.brockway@dot.gov and katie.maloney@dot.gov. Verbal questions will not be accepted and the GLS will respond to questions at its discretion. All communications will be sent via e-mail and shall not contain proprietary information.� All responses shall be submitted prior to April 2, 2021, 2:00 pm (ET) to jason.brockway@dot.gov and katie.maloney@dot.gov. Vendors who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt. The GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The RFI is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or a promise to issue an RFQ or RFP. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
