- NAICS Code: 541620 Purchases under BPAs. United States Department of Agriculture FAR 13.303-5 Identification of the agency and the contracting activity. USDA, Forest Service WAKULLA RANGER DISTRICT 2.Description of services required to meet the agency�s needs This contract is for furnishing all labor, materials, equipment, tools, transportation, supervision, supplies, and incidentals, to identify and treat all FLEPPC Category 1 and 2 non-native invasive plants within the Hurricane Michael affected project areas. Following the landfall of Hurricane Michael water levels rise resulted in the migration of several NNIS plant species and into previously unimpacted areas. Project maps will be provided by USFS staff. Contractor will provide all of the necessary equipment, staff and PPE to complete the project with the exception of herbicide. 3.The circumstances and rationale for limiting competition. Hurricane Michael Recovery NNIS Treatment under BPA 1243ZP18A0012. FAR 5.202 Exceptions - (11) The proposed contract action is made under the terms of an existing contract that was previously synopsized in sufficient detail to comply with the requirements of 5.207 with respect to the current proposed contract action. PALEOWEST is the only firm capable of providing the services without the USDA Forest Service experiencing substantial duplication of cost that could not be expected to be recovered through further competition and would result in unacceptable delays in fulfilling its requirements. �4. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. Only BPA holders were considered for award; However, Award notice posting was done on beta.SAM.gov. No other providers would be a feasible option, competition from one Non-BPA vendor. �Statutory requirement to obtain maximum practicable competition in simplified acquisitions is met where agency uses competitive procedures in establishing blanket purchase agreements (BPA) with multiple vendors; under these circumstances, there is no requirement that the agency conduct a further competition among the BPA holders in connection with each individual purchase order subsequently issued under the BPAs. �This vendor competed and was selected under the Blanket Purchase Agreement.� The information contained in this Limited Sources Justification is certified accurate and complete to the best of my knowledge and belief.
