Title: Operations of the Portsmouth/Paducah Project Office (PPPO) Depleted Uranium Conversion Facilities Fourteen Month Contract Extension Contract Number:� DE-EM0004559 General Information: Original Publish Date: �26 March 2021 Original Response Date: 12 April 2021 Inactive Policy: 15 days after response date Classification Place of Performance: Piketon, OH and Paducah, KY Description: The U.S. Department of Energy (DOE) Office of Environmental Management (EM) �issues this Notice of Intent to award a sole source modification that extends� DOE�s current contract with Mid-America Conversion Services, LLC (MCS) by 14 months for the Depleted Uranium Conversion Facilities, by means of other than full and open competition. MCS is comprised of Fluor Federal Services, Inc., Westinghouse Government Services, Inc., and Atkins Global Nuclear Secured, Inc.� The current contract expires on January 30, 2022. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted No Later Than Close of Business, 4:30 PM EST, 12 April 2021, and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to the Point of Contact listed below. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE The PPPO, located in Lexington, KY, Portsmouth, OH and Paducah, KY requires a contractor to provide: Surveillance and Maintenance (S&M) for the two Depleted Uranium Hexafluoride (DUF6) conversion facilities in Piketon, OH and Paducah, KY and associated equipment; operation of the conversion facilities to convert the DUF6 from the inventory to uranium oxide at design throughput of the conversion facilities; reuse and/or transportation and disposition of the DUF6 conversion process end products and wastes; recycling of the aqueous hydrofluoric acid product; and providing S&M services for the cylinder storage yards. In addition, the contractor would be required to make modifications to both DUF6 facilities to improve worker safety, plant reliability and production increases within the authorized budget.� The contractor would also be responsible for managing the design, installation, commissioning and providing maintenance of the DUF4 conversion line for the National Nuclear Security Administration (NNSA) at the Portsmouth DUF6 conversion facility.� The design, installation and commissioning of this DUF4 conversion line is scheduled to be completed by March 2023. All work activities must be performed in compliance with all applicable Federal, State, and local laws and regulations, Executive Orders, DOE Orders (and other types of Directives), Regulatory Permits, and other Agreements and Orders.
