- FBO SPECIAL NOTICE Title: Fish Measuring Boards Classification Code (FSC): 6640 � Laboratory Equipment and Supplies NAICS: 334118 � Computer Terminal and Other Computer Peripheral Equipment NOTICE OF INTENT TO AWARD SOLE SOURCE: Pursuant to FAR Subpart 13.106-1(b)(1), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), North East Fisheries Science Center (NEFSC) located at Woods Hole, Massachusetts intends to negotiate on a sole source basis with Big Fin LLC, 11409 Lafitte, Austin, TX, 78739-1461, under Simplified Acquisition Procedures in accordance with FAR Part 13, and Other Than Full and Open Competition as authorized by FAR 6.303. The anticipated award date is April 02, 2021. The North American Industry Classification Code (NAICS) for this acquisition is 334118 with a business size standard of 1000 Employees. NEFSC Woods Hole MA as part of multiple scientific programs relies on the Big Fin Scientific DC5 Electronic Measuring Boards. These boards are required to implement an electronic approach to collect size and weight monitoring data for shortfin squid. The requirement supports existing government owned equipment and software data bases. This notice is not a request for quote/proposal and no solicitation will be issued. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than April 02, 2021 at 11:00AM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available.
