Description
The Bureau of Engraving and Printing, Office of the Chief Procurement Officer (OCPO), District of Columbia Facility (DCF) intends to award a Firm Fixed-Price, sole source contract to Sophisticated Alloys 101 Grundman Dr. Butler, PA, 16001-8755, Inc., a Small Business to provide a suitable facility within a 320 mile radius from Washington, DC and equipment for the smelting of solid metals on-site. The applicable NAICS code for this requirement is 331314 - Secondary Smelting and Alloying of Aluminum, Size Standard 750 employees. DESCRIPTION OF SUPPLIES/SERVICES: The Destruction Certification Branch (DCB) is responsible for the destruction of Bureau of Engraving and Printing (BEP) Category I, Category II and Category III securities to include mutilated currency (Muts), nickel metal and aluminum-nylo printing plates, metal numbering blocks, steel rolls, official documents (PII) and items of reproduction. Items designated for destruction are assigned a level of critical value and/or importance in order to determine the risk and vulnerability to various potential threats.� SCOPE OF WORK The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary for destruction of BEP Metals. For securities to be considered destroyed securities, they must be destroyed in accordance with BEP standard operating procedures (SOP) which states: destroy, destroyed, destruction, conclusive destruction, and conclusively destroyed are synonymous and mean absolute reduction of the referenced materials by smelting.� This definition includes materials destroyed by smelting where the resultant disintegrated metal IS NOT recognizable, and thereby has been reduced to zero security significance as determined by the U.S. Department of Treasury.� This definition shall permit consideration of destruction processes, other than smelting, which are just as effective and may result in a cost savings to the U.S. government. Because of the sensitive nature of the items being destroyed, the contractor shall be ready to commence off loading and smelting of metals within thirty (30) minutes of the scheduled delivery. The facility shall be within a 320 mile radius from Washington, DC since BEP personnel must physically transport all metal items on a BEP transport vehicle. No other means of transportation of the security items is acceptable (i.e. air, train, or vendor provided transport vehicles). The contractor shall provide the equipment and personnel necessary to perform the following services: Provide Ovens and Ceramic Crucible units with a capacity to smelt 100 to 300 metal pieces at temperatures at or above 2,900 degrees Fahrenheit with the ability to smelt the metals within two hours to an unrecognizable state. Conduct operations according to pre-approved joint checklist. (Provided by BEP) Authorize BEP personnel to witness/verify BEP transport vehicle weighing process and materials to be smelted weighing process. Allocate time and a secure area at facility for primary purpose of smelting BEP metal securities. During smelting operations, only previously coordinated personnel are allowed in the area to ensure accountability at all times. Conduct joint (BEP and facility personnel) pre-smelting inspection of off-site facility and equipment (including certification that all smelting equipment is operating properly). Provide forklift operator and forklift truck and pallet jack to move destruction materials from BEP transport vehicle to facility approved smelting area. Contactor shall be ready to commence off loading and smelting of BEP metals from transport vehicle within thirty (30) minutes of the scheduled delivery time. Metal destruction and smelting shall be accomplished on the same day of delivery with the exception of equipment failure or other emergency. Destruction and smelting operations shall not be stopped until all materials have been completely smelted into an unrecognizable state.� If the contractor is unable to destroy and smelt BEP metals the same day of delivery, the contractor shall immediately notify the Contracting Officer Representative (COR) and provide a plan of action for expeditiously destruction and smelting of the metals. BEP personnel must identify the securities and remove seal prior to any actions. (A roster of approved BEP personnel shall be provided to facility) The smelting facility shall have video recording capabilities.� Contractor shall provide closed circuit television (CCTV) / digital video recording system (DVRS) camera coverage of BEP securities smelting area video upon request.� The requested video shall be in DVD or thumb drive format from a current CCTV/DVRS system without sound and at an industry mega pixel/resolution standard. Conduct joint (BEP and facility personnel) post-smelting inspection of facility & equipment to ensure no BEP securities have escaped the smelting process. Reload BEP property (containers, straps etc.) onto the transport vehicle for return to BEP Provide written update of facility equipment stoppages at least three (3) working days in advance to the BEP. Provide maintenance record of smelting equipment upon demand. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by April 2, 2021, 2:00 p.m. (ET). Responses shall be submitted via e-mail to Alejandro.Bulux@bep.gov.
