- Statement of Work For ������������������������� Willcox Full-Service Water Treatment Program Agreement BACKGROUND: The Facilities Management Office at the Tucson Sector Headquarters recognizes a need for a service contract that will properly maintain the AC cooling tower water treatment system for the Willcox Border Patrol Station. SCOPE:� � It is the intent of the U.S. Border Patrol Tucson Sector to establish a re-occurring contract for water treatment services of the WCTI System at the Willcox Border Patrol Station located at 200 South Rex Allen Jr. Road Willcox, AZ 85643. APPLICABLE DOCUMENTS:� Commercial standards shall be used wherever practicable. The following references, standards and regulations shall apply: Arizona Department of Transportation Standard Specifications for Road and Bridge Construction 2008, Chapter 7. Arizona Department of Transportation Intermodal Transportation Division Standard Drawings: Sand Barrel Crash Cushion. SPECIFIC TASKS:� � The Contractor shall complete the following tasks as required to comply with this SOW. � 1.�������� Provide a minimum of one (1) service calls per month. 2. ������� Take water samples. 3. ������� Analyze water samples. 4. ������� Inspect and evaluate pre-conditioning water softening equipment. 5. ������� Add algaecides and biocides as needed. 6. ������� Inspect tower wet deck, basin, sump screen and spray nozzles. 7. ������� Clean tower wet deck, basin, and sump screen and spray nozzles as needed. 8. ������� Record all temperature and head pressure readings when accessible. 9. ������� Annually drain and clean cooling tower basin, unless otherwise specified by Customer (if more than two cleanings are required annually an additional charge will apply). 10. ����� Monitor closed-loop corrosion inhibitor levels. After initial dose by customer, replenish up to five (5) gallons annually that may be required under normal operating conditions. (Normal operating conditions is defined as less than 10% chemical loss). 11. ����� Upon Customer request, completely winterize cooling towers and condensers that do not operate on a year round basis. Prepare winterized equipment for spring start-up. 12. ����� Maintain corrosion levels of less than .5 mils/year MPY for mild steel. 13. ����� Maintain pH levels at between 9.0 and 10.0. 14. ����� Maintain silica levels at greater than 200 mg/l. 15. ����� Maintain conductivity at greater than 10,000 (if tower operating system and environmental conditions permit). 16. ����� Maintain less than 30.09 mg/l hardness. 17.������ Maintain zero tower bleed at designed specifications. 18. ����� Provide detailed written service report to Customer at the completion of each service. 19. ������Notify the COR 48 hours in advance of when services are intended to be performed. 4.1 Testing. The Contractor shall test the functionality and certify the water system and equipment prior to acceptance by the U.S. Border Patrol. DELIVERABLES AND DELIVERY SCHEDULE:� The Contractor shall establish a work log at the site of all results and work completed and provide an electronic copy of the documents to Robert J. Swann (Robert.J.Swann@cbp.dhs.gov), Point of Contact/Contracting Officer�s Representative (POC/COR), within 30(thirty) business days of monthly service. � 5.2 Shipping Address. The Contractor shall provide all labor, materials, equipment, transportation engineering, and all necessary equipment to conduct maintenance of the water tower. The site address is 200 South Rex Allen Jr. Road Willcox, AZ 85643. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:� The Government will provide the cooling tower and salt. PLACE OF PERFORMANCE: The place of performance shall be at the US Border Patrol Station in Willcox, AZ. 200 South Rex Allen Jr. Road Willcox, AZ 85643 PERIOD OF PERFORMANCE: The period of performance for this effort shall be a one year base period with a 4 year option award. SECURITY: There are no specific security classification level requirements associated with this procurement action.� Information is deemed unclassified. The U.S. Border Patrol Checkpoint facilities are a 24/7 operations and as such alien detainees and U.S. Officers will be present within the buildings and compound areas at all times. All Contractor activities must be coordinated with the POC/COR, to insure the work is completed and will have little impact on the operation of the facility. The Contractor shall at all times conduct all operations in a safe manner and in accordance with safety plans. The Contractor shall comply with all applicable portions of the latest Occupational Safety and Health Administration standards. Any additional out of scope complications that arise in construction that would incur additional funding must be communicated to the POC/COR and be approved verbally or in writing by the Contracting Officer before the initiation of the work. SPECIAL CONSIDERATIONS: ����������� 10.1 Changes to the SOW No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the POC/COR.� Any changes or cost increases will not take effect until the Contracting Officer executes a written modification. 10.2 Travel Travel is not required to support the tasks identified in this SOW. 10.3 Points of Contact All contract questions and concerns shall be directed to the POC/COR as designated below. The Contracting Officer is the only individual with the authority to amend this contract. 10.4 Security and Workmanship The CONTRACTOR is subject to existing laws, regulations, Executive Orders, and provisions of this contract.� The CONTRACTOR shall not employ aliens unauthorized to be employed in the United States, to work for, under, or within this contract.� The CONTRACTOR shall insure that this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this contract. The CONTRACTOR shall obtain and maintain in effect all necessary permits, certifications and licenses required by Federal, State, or local government, or subdivisions thereof, or of any other constituted public authority.� Further, the CONTRACTOR shall obey and abide by all applicable laws and ordinances. Only persons experienced and trained/certified, including knowledge are allowed to work under this contract.� The person(s) shall be capable of constructing, troubleshooting, repairing and installing according to all National, Federal, State and Local Building Codes.� The CONTRACTOR is responsible for providing all training that may be required to perform the work of this contract. All work shall be performed in a professional and workman-like manner.� All work shall be performed in accordance with any applicable building codes and professional industry standards. The CONTRACTOR shall furnish all personnel, labor, plant, equipment, materials, supplies, travel, etc. necessary to complete the work required under this task order. The CONTRACTOR shall be responsible that their employees strictly observe the laws of the United States or other governing body affecting all operations at all sites. This shall include regulations imposed by the CBP and Border Patrol. No undocumented workers will be allowed to work on Government jobs. The CONTRACTOR shall initiate no publicity concerning this work and shall direct all inquiries to the Contracting Officer�s Representative. Neither the CONTRACTOR nor his/her representatives shall release any material of any nature obtained or prepared under this delivery order without the specific written approval of the POC/COR. The CONTRACTOR shall not be restricted in any way from releasing information in response to a subpoena, court order or legal process, but shall notify the POC/COR of the demand for information before the CONTRACTOR responds to such demand.
