Description
Procuring Agency The General Services Administration (GSA), Mid-Atlantic Region 3, Public Building Services (PBS), Acquisition Management Division, intends to issue a Request for Proposal (RFP) for a General Contractor for the James A. Byrne US Courthouse District Court Clerk�s Office Renovation Project in Philadelphia, PA.� The contract is being set aside completely for Small Businesses.�This project includes the interior renovation of approximately 32,300 GSF of existing office space located on the second floor of the Byrne United States Courthouse. Other than the stairwell, elevator shafts, and restroom, the existing space will have complete interior demolition and new construction. The renovation will mostly include new open office space, with individual large and small conference rooms� The scope of demolition includes the removal of existing partitions, interior finishes, and built-in caseworks.� Included in the renovated space, there will be new interior partitions and doors, new interior finishes such as carpet and wall covering graphics, and new fixed casework at specific locations. There will also be new glass and paint at the individual offices and the smaller conference rooms. In addition, the large conference room will feature a divisible wall to partition the large room into separate smaller rooms.� Plumbing includes (4) sinks, (2) icemakers, including connection pipework systems. HVAC includes reconfigure existing air distribution systems, retain existing AHUs, FCUs, VAV boxes. Automatic wet sprinklers � replace existing. Electrical includes utilization of existing panelboards, machine, equipment and user convenience power, lighting/controls, telephone/data (CAT6A), WAP, A/V and security (conduit only) and fire alarm upgrades. The NAICS code for the construction work is 236220 � �Commercial and Institutional Building Construction. Project Location Byrne US Courthouse 601 Market Street Philadelphia, PA Disclosure of Magnitude of Construction Projects The estimated total construction cost for the project is between $5,000,000 and $10,000,000.� ��� Competitive Procedures This procurement will be competed utilizing full and open competition in accordance with FAR 6.203. Competitive proposals will be requested in accordance with FAR 15 �Contracting by Negotiations.� �Selection Procedures The award will be made utilizing the tradeoff process prescribed in FAR 15.101-1. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose proposal conforms to the solicitation and offers the best value to the Government, considering the price and non-price factors. For this procurement, the technical factors will be more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Project Management and Delivery Plan Prior Experience on Relevant Projects Past Performance on Relevant Projects � A bid guarantee will be required in accordance with FAR 52.228-1 with each offerors proposal. � Performance and Payment Bonds shall be required prior to Notice to Proceed. � Tentative Procurement Schedule� Issue Request for Proposal on or about � May 5, 2021 Proposal Due Date on or about � June 16, 2021 Interviews (if required) on or about � Between July 19th and August 2nd, 2021.� Award Date on or about November 1, 2021.� � Architect/Engineer Firm STUDIOS architecture 1625 M ST NW Washington, DC 20036-3203 � Period of Performance The period of performance from the issuance of the Notice to Proceed to substantial completion is 9 months.� � Small Business Set Aside and applicable NAICS Code The award is a complete set-aside for small business concerns pursuant to FAR 6.203.� The applicable NAICS code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5 million.� � Pre-Proposal Conference & Site Visit/Investigation for Contractors GSA will schedule a pre-proposal conference either in person or via conference call.� Plans for Site visits will be announced at the time and/or in the RFP or an amendment to the RFP.� Prior notification of attendance to this conference is mandatory.�� You will be asked to provide your company�s name and all potential attendees' full names (no more than 3 per firm) to steven.sutkin@gsa.gov by a time and date to be determined within the solicitation. � Interested Parties/How to Offer The Solicitation will only be available electronically. �It will made available in or around the first week of May, 2021.
