- Integration and Qualification of the Improved Turbine Engine (ITE) on the UH/HH-60M BLACK HAWK aircraft for Fiscal Years (FY) 22 through 25 Army Contracting Command � Redstone proposes to acquire, utilizing an acquisition method other than full and open competition, the integration and qualification of the ITE on the UH/HH-60M BLACK HAWK aircraft from the H-60 Original Equipment Manufacturer (OEM), Sikorsky, a Lockheed Martin Company (Sikorsky), 6900 Main Street, Stratford, CT 06614-1378, Contractor and Government Entity (CAGE) Code 78286.� The proposed contract action will be awarded on a cost plus fixed fee (CPFF) basis with an anticipated period of performance (PoP) of 48-months after contract award. The Government intends to award this requirement under the authority and justification for Other Than Full and Open Competition of Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A) and (B), �Only one responsible source, and no other supplies or services will satisfy agency requirements.�� The supplies and services required by the agency are available only from the OEM, Sikorsky.� Sikorsky is the sole source designer, developer, and manufacturer of the H-60 aircraft and is also responsible for integration of the UH/HH subsystems into the aircraft.� The Government does not have adequate data nor does the Government own the Technical Data Package needed to competitively procure these services from any other source than the OEM, Sikorsky. As a result, Sikorsky is the only viable source to provide the integration and qualification of the ITE on the UH/HH-60M BLACK HAWK aircraft. �The Government intends to solicit to, and negotiate with, only one source.� Offerors are encouraged to contact Sikorsky for subcontracting opportunities for this effort.� This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than Sikorsky.� As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(iii)(A) and (B), the Contracting Officer will make a copy of the justification available on BetaSAM.gov within 14 days after award in accordance with the requirements of FAR 6.305(a).� This requirement is not currently fully funded; the initial award will be withheld pending receipt of sufficient funds.� No telephone requests will be accepted.� Formal communications related to this acquisition should be directed to Mr. Clifton Nichols, Contracting Officer, clifton.d.nichols.civ@mail.mil, or Ms. Deander Ferrell, Contract Specialist, deander.l.ferrell.civ@mail.mil. � Contracting Office Address: Bldg 5303, Sparkman Complex Redstone Arsenal, Alabama 35898-50901 United States
