Subject: Notice of Intent to Sole Source Procurement Office: U.S. Environmental Protection Agency, Headquarters Acquisition Division 1200 Pennsylvania Avenue NW, Washington DC 20460 In accordance with FAR 13.106-1(b), and along with FAR Part 12 and 13 procedures, the U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD) intends to award a Sole Source Firm Fixed-Price Purchase Order to procure a thermal desorption and pyrolysis autosampler unit from Gerstel, Inc. (DUNS: 877964346), a small business located in Linthicum, MD. This procurement is of a thermal desorption and pyrolysis autosampler unit that is designed for integration with a gas chromatograph and conforms to the specifications for the EPA�s ORD AWBERC laboratory in Cincinnati. The instrument will be used for analysis of organic species in a variety of liquid and solid samples. The Gerstel Multipurpose Sampler (MPS) is designed to be installed on an existing gas chromatograph (GC) instrument to expand its capabilities. This autosampler has unique essential features and research capabilities that precludes purchasing similar equipment from other vendors. The Gerstel MPS is designed to interface with a GC instrument and provide a variety of sampling techniques, including thermal desorption, pyrolysis, and can be upgraded to include headspace and solid phase microextraction in the future. The Cincinnati EPA facilities do not currently have instrumentation for thermal desorption or pyrolysis GC-MS capabilities. The Gerstel autosampler platform is the only instrument that can perform thermal desorption and pyrolysis on the same sample, utilize temperature ramps, consists of a valve-less design, and has the ability to upgrade to headspace and SPME capabilities. EPA has identified Gerstel, Inc. as the only contractor able to meet the requirements of this procurement. This is a commercial item. The government anticipates the award of a firm-fixed price contract to Gerstel, Inc. with an estimated amount of $120,000. The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. NO SOLICITATION IS AVAILABLE. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the item as described in this notice may submit a Capability Statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this announcement to be considered by the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
