Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number HE125421Q4007 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13.� The Department of Defense/ Department of Defense Education Activity (DoDEA), intends to solicit and award a Firm Fixed Price Contract for Track�Equipment. This solicitation is issued as 100% Small Business Set-Aside and the North American Industrial Classification System (NAICS) code for this requirement is 339920 with a size standard of 750 employees. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation�Supplement (DFARS) provisions and clauses are contained in SF 1449 HE125421Q4007 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with�FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The basis for award is lowest price technically acceptable (LPTA). The Government award will be made on the basis of the lowest evaluated price of quotes meeting. The successful offeror must have an acceptable past performance rating. Offers shall be ranked in order of lowest price to highest price. The lowest�price�offer shall be evaluated first. If the lowest priced�offer is technically acceptable, no other offers will be evaluated. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.� Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.� All other additional contract requirement for this acquisition can be found in the attached SF 1449. Offerors shall submit questions concerning this solicitation, electronically, NO LATER THAN 4:00 p.m. (1600 hours) Eastern Daylight Time (EDT), 23 March 2021. Questions submitted after this date may not be considered for a response. According to FAR 4.1102(a), Offerors and quoters are required to be registered in SAM at the time an offer or quotatoin is submitted in order to complu with the annual representations and certifications requirements.
