Description
This is a SOURCES SOUGHT NOTICE strictly for market research purposes.� THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE The purpose of this notice is for planning purposes only and to obtain information regarding the availability and capability of qualified small business sources (e.g., 8(a), service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned or economically-disadvantaged women-owned small businesses) under NAICS 511120 with a size standard of 1,000 employees. NIST has an ongoing need to regularly identify emerging science, technology, industry, and business issues occurring globally.� To be of greatest use in effective strategic planning for its programs, NIST needs timely, expansive access to up-to-date information grounded in rigorous analysis that includes research and market trends, barriers, and implications that could lead to new commercial markets as well as overall technology developments. Further, NIST has a need to comprehensively monitor and evaluate technology developments and market trends in a multitude of topical areas covered by ongoing and potential future research programs in the NIST laboratories.� With an innovation mission that crosses nearly every area of science and technology, NIST programs cover health and biology, cybersecurity, infrastructure resilience, AI, materials science, quantum computing and more.� By tracking the current trends, drivers, and barriers across S&T sectors, NIST can make informed program plans for future work as well as assess the current research efforts in a broader economic context.� Accordingly, NIST is seeking small business sources that have the capability, experience, and expert knowledge providing the following on-line subscription-based products: SUBSCRIPTION #1 � should be comprised of a comprehensive suite of products that identify the drivers of and barriers to commercialization of today�s emerging technology applications and future impacts.� The breadth of technology areas covered shall include: >3D Printing >Artificial Intelligence >Big Data >Biocatalysis >Biomaterials >Biopolymers >Biosensors >Collaboration Tools >Connected Cars >Connected Homes >Electronic Displays >Energy Storage >Engineering Polymers >Fuels Cells >Human Augmentation >Internet of Things (IoT) >Membrane Separation >MEMS/Micromachining >Mobile Communications >Nanotechnology >Nanoelectronics >Nanomaterials >Novel Ceramic/Metallic Materials >Organic Electronics >Photovoltaics >Polymer-Matrix Composites >Portable Electronic Devices >Renewable Energy Technologies >Robotics >Smart Materials >Solid-State Microsensors >User Interfaces The on-line subscription shall include: Online technology maps for each of the above technology areas including the importance of technology, a brief summary, commercial development parameters, areas to monitor, implications of commercialization, and opportunities of the technology Access to the online content provided to all NIST staff (e.g., through the NIST Virtual Library (NVL) Online monthly viewpoints � summaries of developments within each of the above technology areas, including an end-of-year synopsis for each of the above technology areas Insights through access to Analysts by means of an inquiry service calling for Analysts to provide confidential answers to questions and give expert opinions SUBSCRIPTION #2 � should provide access to abstracts and analysis from across the globe collected by Analysts stationed throughout the world, wherein on a monthly basis approximately 100 new abstracts are added to an archived database; and, Contractor-facilitated Workshops where NIST staff identify upcoming trends and patterns that may influence NIST programmatic development.� More specifically: Online access to past and current abstracts indicating faint signals of change, discontinuities, inflection points, disruptive technologies, outliers, and unconventional wisdom across a comprehensive set of arenas in which change can occur.� These arenas shall include consumer behavior, regulations/politics, organization processes, culture, public opinion, science, and technology Access to the online content provided to all NIST staff (e.g., through the NIST Virtual Library (NVL) Online access to Patterns (e.g., Clustered Abstracts):� 12 per mo., crossing industries, regions, and disciplines providing a robust and verifiable set of changes that may affect organizations �Online access to Signals of Change (e.g., Distilled and Evaluated Patterns):� 6 per mo., providing actionable insights for sponsors across industries, functions, and disciplines In-person Workshops � up to (2) workshops or (2) presentations of a combination of (1) workshop and (1) presentation facilitated by the Contractor for NIST, to optimize its use of the subscription Customized Signals Consultations: (4) annually to permit NIST to make informed decisions about vital issues that emerge from the in-person workshops/presentations SUBSCRIPTION #3 � should present a dynamic model of the future world, which identifies and tracks the casual relationships between possible future outcomes and the global forces that are impacting their development.� Associated deliverables should include access to expert analyses of the status and plausible future directions of phenomena within the model; access to periodic reports that summarize important changes to the model or to its constituent phenomena; and access to source data that are made generally available to NIST.� Access to content should be provided to all NIST staff (e.g., through the NIST Virtual Library (NVL)) Your response to the information requested will assist the Government in determining the appropriate acquisition method.� NIST does not intend to award a contract on the basis of this notice, or otherwise pay for information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST�s use of such information. There will be no Question and Answer period associated with this Sources Sought Notice. The subscription-based products must come from a reliable, peer-reviewed source and have clear, concise and easy-to-follow instructions and prompts appropriate for beginners and experienced searchers. The subscription-based products shall be 508-compliant. In order for a vendor to clearly convey their capability to fulfill the above-identified needs, they MUST SUBMIT the following information: Brief narrative providing evidence of the ability to administer robust subscription-based products containing the content and compliant with the specifications described herein. URL�s granting access to the portals of the on-line subscriptions Capabilities Statement discussing core competencies. Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes. Indication of whether your company currently has an active registration, including on-line representations and certifications at the System for Award Management (www.sam.gov) website.� Contractors must have a valid, current registration to be considered for award. No telephone requests will be honored.� All information provided will become property of NIST and will not be returned.� The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government.� This is not a solicitation for proposals and no contract will be awarded from this announcement.� No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests.� Respondents will not be notified of the results of their capability statement assessment but may be contacted for additional information.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� No proprietary, classified, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). All capability statements and information requested above must be submitted via e-mail to randy.schroyer@nist.gov.� Responses must be submitted not later than the response date for this Sources Sought Notice.� Responses shall be limited to 12 typed pages, including attachments.
