Lincoln Avenue Lebanon PA 17042 STATEMENT OF NEED GARMENT STORAGE AND RETRIEVAL SYSTEM BRAND-NAME OR EQUAL Background The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes, or proposals at this time, however, reserves the right to do so at a later date. The Environmental Management Services Department (EMS) at the Lebanon VA Medical Center (LVAMC), located at 1700 S. Lincoln Avenue, Lebanon, PA has a requirement for a Garment Storage and Retrieval System. This is a brand-name or equal requirement. The brand-name reference is Pacline Garment Storage and Retrieval System. The NAICS Code is 333922. Scope of Work The Contractor shall provide labor, materials, tools, equipment, and services to install the Garment Storage and Retrieval Conveyor System, The Contractor shall provide installation and service support for each system and controller. The Contractor shall provide training for each system to the necessary EMS staff on proper use of the equipment. The Contractor must provide a safe way to suspend and anchor each system from the ceiling of the building based on the structural calculations provided by the Contractor. Salient Characteristics (4) Individual Garment Storage and Retrieval Systems which are each able to hold the following number of garments: 1200 Shirts 1200 Pants 750 Sweaters 750 Coats (4) Automatic storage/retrieval controller for each system Touchscreen operation to allow (5) Storage location codes to be entered on each controller queue for retrieval Conveyor will move location codes to user, automatically, when requested through controller Conveyor shall be mounted overhead and installed from the ceiling of the building with structural calculations supplied by the Contractor Delivery Delivery shall be coordinated with the Technical Point of Contact (POC). Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database. GRAY MARKET ITEMS No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. **Please provide a capability statement as well as any relevant literature addressing your organizations ability to supply the required items.
