Description
2021 MARADs Virtual Layberthing Industry Day The United States Department of Transportation/Maritime Administration (MARAD) will host a virtual Industry Day on Wednesday, March 31, 2021 to discuss potential layberthing opportunities and to gauge the interest of the industry in the Maritime Administrations layberthing opportunities. This synopsis represents a request for your participation in a virtual open-house discussion (Industry Day) on layberth and facility availability. MARAD is increasing the size of the Ready Reserve Force (RRF) in the next five years by about 25 vessels through commercial vessel acquisition; furthermore, the Military Sealift Command (MSC) will transfer LMSRs to MARAD during the said period. This will bring the number of ships in the RRF to a level, which has not been seen since 2003. These commercial vessels when brought into the RRF will be located on all three coasts as directed by the Transportation Command (TRANSCOM). Bringing these ships into the program will require exclusive use of long-term layberths. As you are aware, the state of layberthing facilities and infrastructure have changed overtime and that is why this meeting is being held so that MARAD can share its likely layberthing expectations and opportunities with you; with that, you: the commercial layberthing industry, Port Authorities, and others may start to plan and prepare your layberths for the upcoming layberthing opportunities. The virtual Industry Day will be held via Micosoft Teams on March 31, 2021from 11:30 AM to 1:30 PM (Eastern Time). If you are interested in participating, furnish your email address to Katina.Barham@dot.gov and ken.egbuna@dot.gov before 1:30 PM (Eastern Time) on Tuesday, March 30, 2021 so that the MS Teams meeting link and the agenda can be forwarded to you before the kick-off time of the Industry Day. Be reminded that this synopsis is only a market research tool; thus, it is not a solicitation and it does not obligate the Government to any contractual requirement and any cost incurred by anyone as a result of any piece of information that is contained in this synopsis cannot be reimbursed by the Government. Proposed agenda: Opening remarks How the determination of where ships will be located is made. Current overview of the number of contracts, ships, and facilities. What the current time line is for the vessel acquisition and transfer. Brief description of the acquisition process. Basic requirements common to all contracts. Discussion, Questions, Comments, Recommendations. This is the end of the synopsis.
