Description
The Department of Veterans Affairs Black Hills Health Care System located in Fort Meade, SD intends to negotiate on a sole source basis the AE Design BLDG 113 Design Refresh to renovate and consolidate inpatient functions with Stone Group Architects. NAICS code 541330 applies to this procurement. This AE firm provided the original conceptual design, design development, and construction documents for this project. The AE Design was completed in 2018; however, due to changes caused by COVID-19, the Electronic Health Records Modernization, and code updates there is a requirement for a design refresh prior to construction. The VA wishes to have the original AE firm refresh the design to incorporate all required changes. All site investigation and structural, architectural, electrical, plumbing and HVAC design work would need to be duplicated if not procured from the same AE firm. Additionally, due to the AE s specialized knowledge of this requirement, the design will be completed in a short time period required. The Government intends to negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. No solicitation will be issued. A determination not to compete this proposed contract is based solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Comments regarding this announcement must be received no later than 2:00 pm CT on December 24, 2020. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Justification and Approval Document will be made available via Federal Contract Opportunities in accordance with FAR 6.305.
