Description
Notice of Intent to award noncompetitive procurement to provide support for the USGS climate model supercomputing environment from College of Earth, Ocean and Atmospheric Sciences (CEOAS) at Oregon State University. The Department of the Interior, U.S. Geological Survey (USGS), Northern Rocky Mountain Science Center, has a requirement for climate model supercomputing environment. The Modeling and Reconstructing past, present and future climate in North American project funded by the Land Change Science Research and Development Program (LCS R&D) are collocated in CEOAS where both project members are Affiliate faculty. All faculty pay a fee to help support the IT infrastructure of the College. This fee provides the USGS with complete intra- and internet support to our offices including connectivity, maintenance of security, software, and other services, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. No other vendor commercial vendor is used for these services on the University campus. It is not possible for another vendor to perform the work. The USGS modeling process, from acquiring, installing and maintaining hardware and software, to running the models and strong, moving, analyzing and backing up the data has been built up over time to make use of and be integrated into the CEOAS/OSU computing facility and network. Other interested concerns having the ability to furnish these services may submit a capabilities statement to the Contracting Officer via email at cjfejarang@usgs.gov no later than the closing date of this announcement on April 2, 2021 at 5:00pm PDT. All submissions will be evaluated to determine if competitive opportunities exist. All responses must be in writing, by email, to the Contracting Officer, Charlan Fejarang at cjfejarang@usgs.gov.
