Description
Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific Islands requires COVID-19 testing for research crews and scientists in Guam during the 2021 sailing season, as defined by the attached statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2100-21-00942 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. (iv) The NAICS code for this acquisition is 621511, Medical Laboratories. The small business size for this NAICS is $35M. This acquisition is NOT set aside for small business. (v) Line items are as follows: CLIN 1: Price per PCR test (including all ordering, materials, travel, processing and results) up to 200 tests CLIN 2: Option � Price per PCR test beyond 200 tests to be exercised if required. CLIN 3: Option � Price per Rapid Antigen Test Cards if selected to be part of the contract. The availability and pricing of Rapid Antigen Test Cards are not considered an evaluation for award, but may be included if provided in the offer and offer a best value to the government. (vi) Description of requirements for the items to be acquired:� The vendor is to provide the services in CLIN 1 as identified in the SOW. CLIN 2 provides for an option to increase the numbers of tests required. CLIN 3 is an option to provide for Rapid Antigen Tests if available. Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government�s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s). (vii) Date(s) and place(s) of delivery and acceptance and FOB point.� Dates and locations of testing on Guam to be determined. (viii) The provision at 52.212-1, Instructions to Offerors�Commercial (Oct 2018) (Deviation 2019-03) (Jun 2019), applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items (Oct 2014), applies to this acquisition.� The specific evaluation criteria per in paragraph (a) of that provision is below: �(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. �The following factors shall be used to evaluate offers: Demonstrated Ability to meet the Requirements of the Statement of Work (Technical) �Demonstrated ability� is defined as a description of how the work will be performed by directly addressing the requirements in the statement of work.� Submission of pricing alone does not demonstrate understanding. Availability of antigen test cards may be included in the final contract, but will not be used as an evaluation factor. Price Past Performance Evaluation factors are listed in order of importance. Evaluation Criteria Ratings and Definitions: ������������� Technical � �Exceeds� � Offer provides accelerated completion schedule (at a reasonable price), proposes specific cost savings, or other such benefit to the Government. �Meets� � Satisfies the requirement but does not offer added benefit. �Does Not Meet� � Offer does not adequately demonstrate understanding; i.e. offer only addresses pricing and not approach. Past Performance � �Acceptable� � Has satisfactory or better past performance either with NOAA or as documented in the Past Performance Information Retrieval System (PPIRS). �Not Acceptable� � Has negative past performance with NOAA or as documented in PPIRS. �No Past Performance� � Vendor has no past performance with NOAA or documented in PPIRS.� This is a neutral rating and will not negatively affect ranking. Price � Offered prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. �(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. �(End of provision) (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications�Commercial Items (Jan 2021) Deviation 2020-11 (Aug 2020) The Offeror shall complete only paragraph (b) of the provision at FAR 52.212-3 if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of the provision. (xi) Clause 52.212-4, Contract Terms and Conditions (Oct 2018) (Deviation 2017-02)(Jul 2017) � Commercial Items applies to this acquisition including deviations, as shown in full in the attached Terms and Conditions Document. (xii) Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Jan 2021) (Deviation 2020-11) (Aug 2020) (Deviation 2020-05) (Apr 2020) (Deviation 2017-05)(Sept 2017), applies to this acquisition. This clause is shown in full with applicable deviations in the attached Terms and Conditions Document. (xiii) Additional contract requirements and terms and conditions can be found on the attached Statement of Work, and Terms and Conditions Documents. (xiv) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable. Offerors must provide pricing and information on company letterhead, and confirm receipt of offers prior to the deadline.
