- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposal or quotes and does not obligate the Government toward a contract. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification to include: Service Disabled owned, Veteran owned small business, Hub Zone, 8(a), small disadvantaged, women owned, small, and Large business relative to 221310 (size standard $30 million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought synopsis, a solicitation announcement may be published on the Contracting Opportunities website. The VHA Network Contracting Office 8 (NCO 8) is conducting a market survey to find qualified vendors for De ionized Water Systems Service for the Malcom Randall VAMC, Gainesville, FL. Background: The Gainesville Medical center currently has a requirement for two (2) de-ionized water system in the support of a system located in the Pool Room and a system located in the E474 Mechanical Space. The systems are meter reading systems that includes the delivery/exchange of carbon bottles, Cation and Anion Resin bottles and the maintenance and preventative maintenance of the two systems. Service is also required for monthly service of the Vascular Lab Humidifier Water Treatment System. SCOPE OF WORK: The contractor shall provide all labor, materials/parts, tools, equipment and transportation necessary to provide maintenance, repair and exchange tanks for the de-ionized water systems to feed the Hospital Research Labs and for other uses. The systems shall deliver de-ionized water of 10-18 megohome or resistivity at a recirculation flow rate of up to 4 gpm. The system shall supply approximately 1006 gallons per exchange based on a source water quality of 600 micrombo with 24,000 grain removal capacity per exchange. The systems use up to 1200 gallons per month for the system located in the Pool Room, and 1000 gallons per month for the system located in mechanical space E474. GENERAL REQUIREMENTS: De ionized Water Systems The contractor shall provide, at a minimum, a semi-annual exchange of carbon units required for the system for 6 mixed bed de-ionizers. The carbon tanks shall be replaced: Change carbon tanks at least once a year Replace Cation tanks when they need to be changed Replace Mixed Bed Tanks when they need to be changed Replace Anion tanks when they need to be changed Two banks of bottles will be maintained on hand to ensure a continuous supply of Deionized water to the hospital when one bank is exhausted. Service requests will be responded to by the end of the next business day. Perform all maintenance required to keep the system operating efficiently Visual inspection of all mechanical components Visual inspection of all electrical components Written report of all findings and recommendations The VA shall not provide service manuals or service diagnostic software to the Contractor. The Contractor shall obtain, have on file, and make available to its FSE(s), all operational and technical documentation (e.g., operational and service manuals, schematics, and parts lists) which are necessary to meet the performance requirements of this contract. The location and listing of the service data manuals, by name, and/or the manuals themselves shall be provided to the Contracting Officer s Representative (COR) upon request. Any charges for parts, manuals, tools, or software required to successfully complete any service required are included within this contract and it s agreed upon price unless specifically stated in writing otherwise. All parts shall meet or exceed manufacturer s factory specifications to maintain compatibility with systems presently in place and with future performance/reliability upgrades. Parts removed (replaced) by the Contractor become property of the Contractor. At the conclusion of each unscheduled maintenance visit, the Contractor will provide a written service report indicating the dates of service, the model, serial number, and barcode/ID number of the equipment serviced, the name of the service representative, the hours worked, description of the reported problem, and the services performed and parts replaced. The reports will be delivered to the COR for signature when work is complete; a copy will be sent to Biomedical Engineering. During non-standard hours, reports will be taken to the Medical Administrative Assistant for signature. Vascular Lab Humidifier Water Treatment System Monthly salt service deliver salt and fill Brine tank. Monthly filter change 1 micron pre filter. Monthly system inspection Carbon Filter, Water Softener, Reverse Osmosis Pump, and storage Tank. Monthly water analysis for microbiological contamination. Written report must be delivered to the COR. The above information is a draft of the Statement of Work (SOW) any additional information provided that will enhance the expected work will be accepted for consideration.
