Requirements Overview AF DCGS Enterprise Support Provider (ESP) Sources Sought Synopsis (SSS) Information and Instructions THIS IS A SSS ONLY. This SSS is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The purpose of this SSS is to conduct market research. This SSS does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSS; all costs associated with responding to this SSS will be solely at the interested party�s expense. SSS response submittals will not be returned to the responder. Not responding to this SSS does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the https://fbohome.sam.gov/ website. It is the responsibility of potential Offerors to monitor these sites for additional information pertaining to this requirement. Respondents should respond to the questions in Section 2 in a single whitepaper due no later than 26 April 2021, 1630 EDT. Responses should be limited to 20 pages. Page size, with the exception of tables, charts, and graphics, shall be 8.5 x 11 inches with 1-inch margins on all sides of the page, a font size of no less than 10 point, and shall be single-spaced. Legible tables, charts, graphs and figures should be used wherever practical to depict milestones, processes, work flow, organizations, etc. These displays shall be uncomplicated and legible, shall contain a font size no smaller than 8 point and shall not be larger than 8.5 x 14 inches in size. A display greater than 8.5 X 11 inches and less than 8.5 x 14 inches will count as a single page; such displays shall not be used to circumvent the narrative page limitations. Please provide responses, in *.pdf or *.docx format, to Procurement Contracting Officer (PCO), Melissa Ethridge (melissa.ethridge@us.af.mil), as well as the ESP program manager, Tim Carson (timothy.carson.4@us.af.mil). Description Description: AF DCGS�s implementation of Open Architecture (OA) utilizes well-defined interfaces, modular systems, commercial-off-the-shelf (COTS) hardware, virtualization, and other innovative resources/capabilities to improve the AF DCGS mission in a reduced footprint that can rapidly adapt to mission changes while being more easily supported than legacy options. In order to maintain long-term OA support and implementation, AF DCGS requires an Enterprise Support Provider contract to provide centralized End User, Computing, Network, Cross Functional, Application Management, System Integration, Servers, Shared Storage, Service Desk and Data Network services and support. Specific task orders under this effort may include CONUS and OCONUS support, as well as operational and logistics support at organizational (O&M) and depot levels, as noted below. This support may have extended operating hour/service structures, such as 8x5, 12x7, 16x7, and 24x7, with surge capabilities at certain operating locations. Individual Task Orders may require support at the Depot, at Centralized Hub locations, and/or Active Duty Sites. Due to the size and nature this effort, AF DCGS anticipates a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with the ability to provide both long-term sustainment efforts and short-term rapid response capabilities utilizing multiple funding sources based on the needs of specific task orders. The areas of focus for ESP are: Service Desk, End User Computing, and Technical Support, including: Service Desk Operations and Administration (including Account Management) Incident management Remote device (O&M) and software management Install, Move, Add, Change, Delete (IMACD) support, including testing Server and Storage Installation and Configuration System and Database Administration, including: Database Administration Storage and Data Management VMware, vRealize Automation (vRA) vRealize Orchestrator (vRO) Operations Services Middleware and Infrastructure Administration Remote Administration, including Remote Tools Local/Campus/Wide Area Network (LAN/CAN/WAN) Design, Development, Operation, and Support: LAN/CAN/WAN Design/Engineering Services LAN/CAN/WAN Asset Acquisition LAN/CAN/WAN Operations, Administration, Monitoring, and Reporting LAN/CAN/WAN Technical Service, including VPN services Network/Information Security, including: Intrusion Detection, Management, and Monitoring Security Auditing and Patch Management Developmental and Operational Information Security Testing Identity and Access Management System Operations, Availability, and Management Services, including: Maintenance Services Asset Management Availability Management Cloud Services Management Knowledge Base Management (Serena) Capacity and Performance Management Problem/Incident Management Change/Release Management Backup/Disaster Recovery General (Contract) Administration Services, including: Monthly/Quarterly Reporting Cost Monitoring Cost Estimating and Rapid Response to Task Orders Contractual/Operational Transition Planning and Execution (at the Task Order level) Information Requested The Government seeks to understand the capabilities of industry and the level of competition/interest present for this effort. The Government is considering full and open competition, as well as a potential separate Small Business pool for specific work.� Are you likely to consider participating in future acquisition events as prime for this effort? If you are a large business, how likely would you consider teaming with a small business for this potential Small Business pool? 4. The AF DCGS community is a dynamic and rapidly changing environment. In order to keep up with the requirements of the user, the government is seeking to structure this effort for rapid completion of contracting actions.�� Two areas that are currently being looked at are proposal timelines for delivery/task orders of thirty (30) days or less and the delivery of Rough Order of Magnitudes (ROMs) in ten (10) days or less.� Would your organization be able to support this quick pace?�� Do you see any problems or concerns with our methodology/goals? 5. The government utilizes cloud computing for the U.S. IC (C2S), GovCloud and private cloud to support development of operation capabilities.�� What are your organizations experience in cloud computing?�� Does your organization have experience in Amazon�s Elastica Container Service and Elastice Kurbernetes Service for cloud orchestration? 6. The government utilizes the Risk Management Framework (RMF) methodology IAW NIST 800-53 and DoDI 8500.01 to handle and address Cybersecurity within our weapons systems.�� What experience does your organization have with RMF?� Please detail your organization�s expertise and certifications with regards to cybersecurity? 7. AF DCGS operates in a SECRET and TOP SECRET environment.� Please describe your organizations capabilities and experiences in handling, processing, and storing SECRET and TOP SECRET information.�� Do any personnel within your organization currently possess a SECRET or TOP SECRET clearance? 8. The government is planning to host an industry day following the review of SSS submissions.�� Would your organization be interested in attending the industry day?� Would you be interested in a one-on-one Q&A session? Task-specific Information The government is considering multiple task areas, as described in section 2.0 of this SSS. Your company�s experience with similar contracts or task orders (please provide contract number and size/value, to the nearest $100k) A brief summary of any methods, models, tools, and/or processes you utilize to streamline tasks, if applicable Any significant risks (both programmatic and functional/execution) which may need to be addressed in this solicitation, especially risks that are commonly seen in your current programs. That is, what common problems do we need to address now rather than attempting to modify the contract/task orders at a later date? Other Information If submitting company Proprietary Information, please make sure it is CLEARLY MARKED. All submissions will not be returned. All Proprietary Information will be segregated by the Government and protected. To aid the Government in protecting Proprietary Information, please segregate Proprietary Information to the maximum extent possible. Questions regarding this SSS shall be submitted by e-mail to the aforementioned PCO and Contract Specialists. The Government does not guarantee that questions received after 24 April 2021 will be answered. Questions and answers (Q&A�s) pertinent to the larger community will be posted on the beta.sam.gov website. Advisory and Assistance Services (A&AS) and Federally Funded Research and Development Center (FFRDC) contractors may be reviewing data submitted in response to this SSS; respective A&AS and FFRDC employees have standard Non-Disclosure Agreements available to the cognizant Government contracting offices.
