Description
NASA Stennis Space Center Miter Gate Rehabilitation Construction Contract This is a Sources Sought Notice.� This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach.� This Sources Sought should not be construed as a commitment by the Government for any purpose.� Requests for a solicitation will not receive a response.� This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District of the US Army Corps of Engineers (USACE), to identify interested Contractors for the Scope of Work listed below. �The following are general capabilities required to perform the Scope of Work according to USACE and the National Aeronautics and Space Administration (NASA) standards.� The Contractor must be capable to perform the Scope of Work listed below.� The construction contract is anticipated to be 365 days in duration.� The order of magnitude for this effort is estimated between $5,000,000 and $10,000,000.� Work associated with this requirement shall take place at the NASA John C. Stennis Space Center (SSC) located in Hancock County, Mississippi. General Project Description The John C. Stennis Space Center is a rocket engine testing facility operated by NASA in Hancock County, Mississippi, on the banks of the Pearl River at the Mississippi�Louisiana border. �SSC is located at the southwest corner of Mississippi about 50 miles northeast of New Orleans, Louisiana, and 30 miles from the Mississippi Gulf Coast. SSC encompasses over 200 square miles of land area including a perimeter buffer zone to insulate surrounding civilian communities from the noise of rocket engine testing. Currently, tenants of SSC include over 30 local, state, national, international, public and private companies, agencies and Universities using the grounds for various purposes. � The Navigation Lock connects the 7 � mile, 16-foot-deep SSC canal system with the Pearl River Waterway.� The Navigation Lock provides a constant canal water elevation to facilitate marine transport of fuel, equipment, and materials for NASA's rocket engine testing operations. The Navigation Lock is nominally 110 feet wide, 600 feet long, and provides a maximum lift of 21 feet.� Horizontally framed miter gates provide a damming surface at the upper and lower ends of the lock.� The SSC Navigation Lock went into service in 1965.� After decades of usage and the associated wear and tear, the upper and lower miter gates of the SSC Navigation Lock require rehabilitation.� Rehabilitation of the miter gates will allow the SSC to maintain marine access to the NASA test facility into the future. CONSTRUCTION CONTRACT:� The work covered by this contract consist of furnishing all equipment, labor, services, supplies and materials necessary to satisfactorily rehabilitate the upper and lower miter gates of the SSC Navigation Lock as specified and in accordance with the contract specifications. CONTRACT AREAS AND CONSTRUCTION LIMITS:� The primary contract area is located at and in the immediate vicinity of the NASA SSC Navigation Lock in Hancock County, Mississippi.� Construction limits include the areas adjacent to the Navigation Lock for Contractor staging, material laydown and office trailer. The Contract also requires prefabrication of assemblies to be used in the rehabilitation work; these fabrication work items will be accomplished off-site. Construction will be required to be in accordance with all applicable federal, state, local, and NASA requirements. Work Statement Work associated with this requirement includes the rehabilitate both the upper and lower miter gates at the NASA SSC Canal Navigation Lock. A miter gate consists of a left and right-hand leaf that are opposite hand but otherwise identical. The Contractor shall remove and lay flat each miter gate leaf on a deck barge for rehabilitation. Government-furnished lock chamber stop-logs may need to be installed at the upper end of the lock, depending on the Contractor�s work plan. The miter gate rehabilitation consists of blasting and painting the gates complete, replacement of all timber fenders, replacement of miter gate rubber seals, and structural member replacement and repair.� Rehabilitation also includes cathodic protection system removal, repair, installation, and testing by corrosion expert in accordance with specifications. All four gate leaf operating hydraulic cylinders shall be removed and shipped to a capable facility for rehabilitation. Work to be completed prior to miter gate removal includes the fabrication of one set of replacement anchor bars and pins for use at the lower left miter gate anchorage, fabrication of special �turning feet� to facilitate miter gate laydown, fabrication and installation of miter gate lifting and laydown lugs, and temporary alterations of the miter gate walkway and bulkhead plate at the top of the gates.� During the period the gates are removed, the Contractor�s certified diver shall conduct inspections of the miter gate sills, pintles, and contact blocks, with the inspection report furnished to the Government. After rehabilitation is complete, the Contractor shall upright and reinstall the miter gates, along with rehabilitated cylinders and replacement anchor bars at the lower left miter gate leaf. Testing will be required in accordance with specifications. Temporary alterations to the walkways and bulkhead plate shall be repaired as needed. All work shall be completed in coordination with any other ongoing Federal projects at or in the immediate vicinity of the SSC Navigation Lock and with minimal disruptions to site operations.� Particular efforts will be required to minimize the duration of the lock closure. REQUIRED TRADES:� The contractor shall have the capabilities of supplying trades including, but not limited to laborers, operators, welders (certified to AWS D1.1), iron workers, divers, electricians, foremen/superintendents, and professional engineering services for performance of work.� Cathodic protection work must be completed by an accredited National Association of Corrosion Engineers (NACE) corrosion specialist or NACE certified cathodic protection specialist. REQUIRED EQUIPMENT: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not limited to, the types of equipment described below for performance of work: Deck barge to support the miter gates in the flat position and miscellaneous equipment required for on-site work to rehabilitate each miter gate leaf. Floating Plant with heavy lift crane and related equipment required for the removal and placement of lock chamber stop-logs and miter gates. Stop-logs weigh approximately 32-tons each and are used with a 14-ton pick-up assembly. Miter gate leaves weigh approximately 135-tons each in the dry condition. Welding machines and related metalworking equipment. Submission 1.� Please provide examples of work that your company has performed as the Prime Contractor in the areas listed below.� Include the total contract dollar value and amount bonded by submitting firm as the Prime Contractor.� Detail what work was self-performed and what percentage of work was subcontracted. �No more than five (5) projects should be provided to demonstrate competency and experience in the required areas of work. �Describe past work experience showing all or more than one of the areas listed that were performed under one contract. �Projects must have been bonded by submitting firm as the Prime Contractor to be considered. Areas of work involving characteristics that are similar to the types of work described herein: Experience as the Prime Contractor for rehabilitation or replacement of steel structures, mechanical operating machinery, and electrical systems at navigation locks. Experience with safe operation of large equipment including heavy lift cranes operated from a floating plant. Experience with dive inspections of navigation locks. Experience with shop fabrication of steel structures. Performance of work as the Prime Contractor on a Federal contract.
