Description
The U.S. Army Contracting Command�New Jersey (ACC-NJ) located at Picatinny Arsenal, NJ, �on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify potential sources capable of providing and delivering the 60mm M721/M767, �81mm M819 and the 81mm M816/M853A1 Body Tube and Tail Cone assemblies. The purpose of this survey is to obtain current information on the capability of companies to provide these products to the warfighter in the FY23-27 timeframe.� The 60mm M721/M767 Body Tube and Tail Cone Assemblies are used on the 60mm M721/M767 Illumination Cartridges.� The Body Tube is a thin-walled steel tube.� A steel adapter is attached to the front end containing internal threads that accept the M776 Fuze.� The rear of the Body Tube is machined to be assembled to the M721/M767 Tail Cone.� The Body Tube is painted white on the exterior.� The Tail Cone is a forged or machined aluminum cone.� The front of the Tail Cone attaches to the rear of the Body Tube.� The rear of the Tail Cone contains external threads that accept the M27 Fin.� The M721/M767 tail cone assembly contains the tail cone, parachute expulsion spring, parachute expulsion plate, and hex screw. The 81mm M819 Body Tube and Tail Cone assemblies are used on the 81mm M819 Smoke Cartridge.� The Body Tube is a thin-walled steel tube.� A steel adapter is attached to the front end containing internal threads that accept the M772 Fuze.� The rear of the Body Tube is machined to be assembled to the M819 Tail Cone.� The Body Tube is painted light green.� The Tail Cone is a forged or machined aluminum cone.� The front of the Tail Cone attaches to the rear of the Body Tube.� The rear of the Tail Cone contains internal threads that accept the M28 Fin. The M819 tail cone assembly contains the tail cone and rear disc support. The 81mm M853A1/M816 Body Tube Assembly and Tail Cone assemblies are used on the 81mm M853A1/M816 Illumination Cartridges.� The Body Tube is a thin-walled aluminum tube.� A steel adapter is attached to the front end containing internal threads that accept the M772 Fuze.� The rear of the Body Tube is machined to be assembled to the M853A1/M816 Tail Cone.� The Body Tube is painted white on the exterior.� The Tail Cone is a forged or machined aluminum cone.� The front of the Tail Cone attaches to the rear of the Body Tube.� The rear of the Tail Cone contains internal threads that accept the M28 Fin.� The M816/M853A1 contains only the body tube and adapter. The Technical Data Packages (TDPs) for these�assemblies are available upon request pending receipt of all required documents and approval by PM CAS. These TDPs are marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and U.S. DoD contractors. Contractors interested in receiving TDPs for information only are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for the Government's consideration. A response to this survey should show adequate technical and manufacturing capability to produce and deliver the 60mm/81mm Body Tube and Tail Cone Assemblies. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. Respondents should provide the following information, which will assist the U.S. Government in developing its acquisition strategy: Provide evidence of capabilities including an ability to produce the M721/M767, M819 and M853A1/M816 Body Tube and Tail Cone assemblies at a rate of 5,000 sets each per month.� It is anticipated that producer will only have to produce one type of body tube and tail cone assembly each month. Manufacturing experience in either the M721/M767, M819 or M853A1/M816 Body Tube and Tail Cone assemblies or a similar item within the past 3 years; Description of facilities, personnel and environmental compliance as it relates to the above technical services; Provide evidence of Quality Assurance and Reliability programs to support these technical services; and Provide company name, address, Commercial and Government Entity code, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). � All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). � � This is a market survey for planning purposes only and shall NOT be construed as a RFP or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey.� All submissions are requested to be made within thirty (30) calendar days from the date of this publication at no cost to the Government.� All information submitted will be held in a confidential status.� The maximum allowable page limit to the market survey response shall be no more than 15 pages in length.� The requested information should be sent to Gina Pellegrino, ACC-NJ-CA, Bldg. 10, Picatinny Arsenal, NJ 07806-5000, gina.a.pellegrino.civ@mail.mil
