Description
This document is a sole source justification for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) being prepared on behalf of the DOI Bureau of Trust Funds Administration (BTFA) (formally known as the Office of the Special Trustee for American Indians). This justification will allow the modification of the current contract to add two additional one-year option periods. The objective of this project to acquire support services for BTFA staff. This will ensure critical mission data integration, optimization, availability and integrity for hierarchical operational reporting, analysis, dashboards and visualization, in support of BTFA�s program/enterprise business decisions, strategies, and performance data requirements can continue. The proposed action is to extend the contract from March 19, 2021 through March 18, 2023 by adding two additional option periods. Option Year 3 (March 20, 2021 through March 19, 2022) and Option Year 4 (March 20, 2022 through March 19, 2023). Federal Acquisition Regulation (FAR) clause 52.212-4(c) Changes will be utilized to bilaterally negotiate and add the additional option periods at fair and reasonable amounts.� This firm-fixed-price contract was competitively awarded utilizing the commercial service procedures under FAR 13.5 � Simplified Procedures for Certain Commercial Items. In addition, the acquisition was set-aside under the Buy Indian Act for Indian Small Business Economic Enterprises (ISBEE) in accordance with the Department of the Interior Acquisition Regulation (DIAR) part 1480 � Acquisitions under the Buy Indian Act, 25 U.S.C. 47. The extension is required to ensure there is no break in critical services provided in the System Development Lifecycle (SDLC) process for various applications related to the Trust Funds Accounting System (TFAS) and other BTFA applications. These tasks include modify identified existing applications to work with the already defined InnoTrust/InnoView Software-Oriented Architecture/Application Program Interface to allow the cross pollination of TFAS data to and from these applications; data work shall include assisting with conversion of existing financial data into new and edited applications as well as assisting in the continued development of the BTFA data warehouse; applications and BTFA data warehouse deployed to the Amazon Web Services infrastructure; and other tasks such as reporting requirements as defined with applicable deliverables. The SDLC program plays a critical role in the overall management of $5 billion (B) in royalty income and other monies from activities on Federally managed land. In addition, more than $1B in funds is disbursed annually. There are over 3,500 separate tribal investment portfolio accounts. In addition, there are more than 404,000 individual account holders. The SDLC information technology (IT) system(s) provides business workflow processes, reporting, data conversion, and data visualization to BTFA offices. There are far-reaching consequences to Native American Indian beneficiaries if the SDLC were to end without some sort of replacement. The vast amount of data sources that supports the hundreds of thousands of financial accounts would severely hinder BTFA staff in the day-to-day activities involved in managing such an enormous amount of funds if they did not have the SDLC to organize the data. Individual Native American Indians who rely on these accounts could ultimately be affected by the loss of the SDLC and/or a replacement. The addition of two additional one-year option periods does not violate the prohibitions outlined in FAR 17.204(e). It is estimated that the value of this increase will be $6,776,716.40
